- THIS IS A SOURCES SOUGHT NOTICE: This is NOT a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Northern Arizona VA Health Care System (NAVAHCS) has a requirement. The intent of the procurement is to award a firm-fixed price contract. The Statement of Work (SOW) defines the effort required for the purchase and delivery. Additional Module(s): SSL Encryption Remote Support Services Up to 1 concurrent staff user Unlimited Web OPAC Discovery users 1GB of linked-me, Option Base Plus Four Contract TBD 1 EA Schedule Items List Example General Information 1.0 Functional/Performance Statement of Work The Northern Arizona VA Healthcare System Library requires a web-based Integrated Library Systems (ILS) for the Medical Sciences and Veterans portion of the library. The ILS will have a catalog module, circulation module, serials module and online patron access catalog (OPAC) service. This web-based Library Management System (ILS) will allow the library s electronic and print resources (books and journals) to be integrated, linked and searched by patrons and other VISN Libraries. Currently, we have no method in place at the NAVAHCS Library for organizing current materials that we have on hand or future items that we obtain. Vendor provides a web-based cloud hosted fully Integrated Library Management System (ILS) that will allow library electronic and print resources to be integrated, linked and searched. The SirsiDynix EOS Library database is maintained off-site on the vendor/contractor server. NAVAHCS requires base plus four option years. The contractor shall provide all labor, supervisor and all other resources required to deliver the requirements. This vendor will provide access to all active modules subscribed by NAVAHVS Systems: EOS. Web Cataloging, EOS. Web Circulation, EOS. Web OPAC Discovery, EOS. Web Serials, EOS. Web SSL Encryption and EOS.Web Z39.50 Server. The vendor shall provide the following services; all release scheduled and notes for software updates, unlimited toll-free and Online Web Access to Product Support, and extensive documentation, EOS.Web SharePoint. This subscription will be available to the NAVAHCS staff 24 hours a day, seven day a week. EOS Live person phone and email support will be available coverage 24/7/365 days a year. A web-based ILS helps with the management of all aspects of Library Services including: Inventory Control, Collection Development, Cataloging, and Circulation of all of our resources. The reports generated allows for identification of overdue materials and to send overdue notices electronically. Serials Check-in to allow for maintenance of serials holdings and process claims for journal issues not received. An Online Public Access Catalog (OPAC) allows staff to see books and journal collections online and find materials in the Library. Performance Period: Objectives The desired goals are to: Provide medical center wide access from the employee s desktop to a web-based catalog of information resources available to medical center staff. The web-based catalog can be used on a daily basis by all VA staff to research materials (books, journals, media) held by the library and national library. Provide library staff with desktop access to an Integrated Library System that will enable them to perform daily administrative library functions to include but not limited to the purchase, cataloging, and circulation of all types of library materials. In addition, the ILS will enable library staff to create reports related to purchasing decisions, collection usage, overdue patron notices, collection maintenance, and to import MARC records. The period of performance will be Base plus 4 Options (TBD based on the actual award date.) Base Year: 12/15/ 2016 - 12/14/2017 Estimated Option Year One (1): 12/15/2017 - 12/14/2018 Estimated Option Year Two (2): 12/15/2018 - 12/14/2019 Estimated Option Year Three (3): 12/15/2019 - 12/14/2020 Estimated Option Year (4): 12/15/2020 - 12/14/2021 Estimated Total Contract 2.0 Scope of Work The vendor will provide: 2.01 Vendor hosted web-based cloud subscription catalog, circulation, serials, and patron access catalog accessible from any computer on the medical center network. 2.02 Online Public Access Catalog accessible from the desktop for medical center employees to library resources. 2.03 Circulation Module functions to include online check-in and check-out of library materials, tracking of overdue materials, printing of overdue notices, and other related circulation functions required for the maintenance and tracking of library materials such as usage reports. 2.04 Serials Module functions include the ability to manage the receipting, tracking and claiming of journal issues, and to maintain holdings statements and acquisitions information. 2.05 Cataloging Module functions includes online performance of duties necessary for the maintenance of a library collection consisting of monographs, serials, and audiovisual materials, the ability to import electronic cataloging records in MARC format, and create reports on collection statistical data (i.e. number of items, copies, materials weeded, etc.) 2.06 Technical support to Library staff via toll-free telephone assistance, e-mail, or online service during normal duty day Monday Friday 6:00 AM 5:00 PM. Help Desk Support available 24/7/365. 2.07 Server and software and database will be hosted at vendor s physical location. Provide software upgrades/updates as they are released or in a timely manner. 2.08 The system must be available 99% of the time. 2.09 The solution must be Software as a Service (SaaS) delivery module. 2.10 Vendor will provide product training to initial library staff members and when additional users are added to library staff. 2.1 Usability 2.2.1 Navigation within the system is logical and is easy to use. 2.2.2 The product has user friendly help and direction aids. 2.2 Access, content, support 2.2.1 The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. 2.2.2 The product is compatible with the Windows environment. 2.2.3 Maintenance and Sustainment Support is the responsibility of the vendor. This includes tech support to Northern Arizona VA Medical Center Library staff. 2.2.4 Unlimited Web OPAC users. 2.2.5 The contractor shall ensure adequate system security in accordance with VA and all government data will meet or exceed government minimum requirements for security. 2.2.6 Implementation Project Manager assigned for the entire process. Training available on-line or in person, to ensure all staff members are familiar with the current and upgraded features of the product services for the duration of the contract. 2.2.7 Have ability to view catalogs of other VA/VISN libraries that utilize EOS ILS. 3. Quote Specifications The following schedule features are the minimum requirement: See attached Schedule B.2 Price/Cost Schedule for listed EXAMPLE item information. Vendor will provide quote on separate standard company letterhead and email as a separate attached to the signed solicitation. Fix-Firm-Price Brand Name or Equivalent and Meet or Exceed published specifications. - VAAR 852.211-73 Must provide specs/photo brochure & description of the items in your response. Vendor must supply all items. FOB Destination VA shall not pay for freight charges exceeding $250.00 Per VAAR 847.303-1 F.O.B. origin Lowest Price Technically Acceptable / Fair and Reasonable Any additional costs must be clearly indicated in the offers quote. Only one model per quote or quote will not be considered. The sale Gray Market Goods are strictly prohibited with the VA. NORTHER ARIZONA VA HEALTH CARE SYSTEM (NAVAHCS): VAMC: 500 North Highway 89, Prescott, AZ 86313-5001 The applicable NAICS code is 519120 - Libraries and Archives. Small Business manufacturers for this NAICS code have a size standard is not applicable. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in November, 2016. Award of a firm fixed price contract is contemplated by December, 2016. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company s bonding capacity and limitations; and (6) any other pertinent company documentation. The response date to this Sources Sought notice is November 15th, 2016 at 12:00 pm EST time. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via dena.hallaren@va.gov.
