USGS - Corvallis, OR Solicitation Number: MP-579 Notice Type: Sources Sought Posted Date: November 9, 2016 Response Date: November 21, 2016 Archiving Policy: Manual Archive Archive Date: Original Set Aside: N/A Set Aside: N/A Classification Code: X - Lease or rental of facilities NAICS Code: 531 - Real Estate/531120 - Lessors of Nonresidential Buildings (except Miniwarehouses) Synopsis: U.S. GOVERNMENT SEEKS EXPRESSIONS OF INTEREST FOR A LEASE REQUIREMENT OF APPROXIMATELY 3,200 RENTABLE SQUARE FEET (YIELDING AT LEAST 3,000 ANSI/BOMA OFFICE AREA SQUARE FEET) OF WAREHOUSE SPACE IN AND ABOUT CORVALLIS, OREGON. The United States Geological Survey (USGS) seeks to lease the following space: Smooth, sealed concrete floor; slab-to-slab, ceiling clear height of at least 12' to the nearest obstruction is required; at least one (two preferred) manually operated roll-up door, minimum 12' wide x 10' high, at least one personnel door; lighting to minimum 30 foot candles at floor level; maintain temperature to minimum 55 degrees and maximum 80 degrees. The warehouse space must have adequate security to prevent theft and vandalism. The space must accommodate three (3) trailer-mounted 25ft. boats along with one (1) 19ft Zodiacs on trailers and must be readily accessible to maneuver these boats in and out. In addition to the boats there will need to be floor space for four (4) flammable lockers, three (3) kayaks and a canoe. It shall contain ten (10) storage cages - five 10'x10', two 8'x10', and three 10'x12'. Storage cages may be constructed with either wood or metal with chain-link fencing on metal posts or wire mesh welded to metal frames. All cages will have sturdy shelving attached to walls (not freestanding) constructed as such: three (3) shelves high along the three sides of the cage without the door. First shelf is 30" off ground; 2nd and 3rd shelf to have 2' space between. Shelving along one side of each cage to be made height adjustable. The cages will house indoor storage of supplies, hardware, equipment, samples and miscellaneous bulky items such as trap nets, hoop nets, minnow traps, interaction study cages, waders, coolers, etc. Must have a cold water spigot located on front side of space near roll-up door and a dedicated 110V, 15 amp electrical duplex outlet for a large chest freezer. State: Oregon City (Delineated Area): City limits of Corvallis plus West: Willamette River; South: Highway 34; East: Oakville Road SW; North: Walnut Drive SW Minimum Sq. Ft. (ABOA): 3,000 Maximum Sq. Ft. (RSF): 3,200 Space Type: Warehouse Space Total Parking Spaces (Reserved): None Full Term: 8 years Firm Term: 2 years The U.S. Government currently occupies warehouse space in a standalone building under lease in Albany, Oregon. The Government is considering alternative space closer by the field office and if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, and non-productive agency downtime. The Government's decision whether to relocate will be based, in part, on information received in response to this advertisement. Offered space must meet Government requirements for fire safety, accessibility, and sustainability standards per the terms of the Lease. EXPRESSIONS OF INTEREST MUST BE SUBMITTED IN WRITING NO LATER THAN 5:00 PM (PST) on November 21, 2016 AND INCLUDE THE FOLLOWING INFORMATION: 1) Building name and address 2) Location of space in the building specifying the ANSI/BOMA useable square feet offered. 3) Drawing of space offered. 4) Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included. 5) Percentage of Common Area Factor used to determine the Rentable Square Feet. 6) Name, address, telephone number, and email address of individual to be contacted. 9) Offered space must be on ground floor and contiguous. Submissions by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space.
