Description
This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Women-Owned Small Business (WOSB), Historically or Underutilized Business Zones (HUBZones), small businesses with concerning the potential project described below. POTENTIAL SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS SHALL HAVE A MAXIMUM SINGLE BONDING CAPACITY OF $10M concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. PROJECT DESCRIPTION: This project will be a Firm-Fixed-Price Design-Bid-Build construction contract to replace the 68 year-old, 1,000,000 gallon reservoir and associated piping and construct a 750,000 gallon water storage tower, and pipeline to meet installation water demand requirements at the Defense Logistics Agency (DLA) Distribution, New Cumberland, PA. There is a need to replace the 68 year-old reservoir and associated piping to assure a reliable Department of Defense (DoD) compliant potable water supply and to ensure firefighting pressure is available for DLA's easy coast primary distribution center. In accordance with FAR 36.204 - Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $5,000,000 and $10,000,000. The NAICS code for this solicitation will be 237110 with a size standard of $36.5M. Additional project details include the following: Sources interested in the announcement should demonstrate an understanding of construction on military facilities as well as knowledge and experience to construct a water storage tower, underground 12+ inch water lines with valving and level controls, telemetry and instrumentation control system for adequate tank water level, and make necessary upgrades to an existing fire pump system. Security fencing and demolition of the existing tank will be required. Sustainable Design and Development (SDD), Energy Policy Act of 2005 (EPAct05) and LEED V3.0 certification and other energy policies are features that will be provided in the design and required to be implemented by the contractor where applicable. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The Contractor shall be required to perform all work in accordance with the access and security requirements of the Defense Logistics Agency. All personnel working on any project relating to this acquisition must be a United States citizen. Responses shall include the following information: 1) Source Sought Solicitation number assigned by USACE 2) Bonding capabilities - Maximum single Bonding Capability of up to $10,000,000 3) Small Business Category: Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zones (HUBZones), or Qualified Section 8(a). 4) Certified firms shall submit a concise narrative and three (3) examples of projects similar to the requirements described above within the past 5 years, at least one of which MUST demonstrate familiarity with water storage and distribution in the form of a water tank or water tower. Include point of contact information for the examples provided, as past performance on indicated projects may be verified Capability statements should include information and details of work with similar features, to include contract value. Narratives shall be no longer than ten (10) pages. Email responses are required. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence.
