INTRODUCTION The Army Contracting Command - Aberdeen Proving Ground, 4310 Boothby Hill Ave, APG, MD on behalf of the Assistant Secretary of the Army (Financial Management & Comptroller) (ASA (FM&C)) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support the requirement for Real Property Deemed Cost Estimation Methodology. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." PROGRAM BACKGROUND The Assistant Secretary of the Army (Financial Management & Comptroller) (ASA (FM&C)) is responsible for preparing audit-ready Army Working Capital Fund (AWCF) financial statements by the congressionally mandated deadline of September 20, 2017. REQUIRED CAPABILITIES The Contractor shall provide personal technical support services in support of the areas specified in Program Background (above). In order to prepare the General Property, Plant & Equipment line item on the balance sheet, and more specifically the Real Property assets which are a subset of that line item (including buildings, structures and facilities), a deemed cost must be established in accordance with Statements of Federal Financial Accounting Standards (SFFAS) 50. Currently, the valuation assertion cannot be made because key supporting documentation does not exist for the real property assets that are recorded on the AWCF balance sheet. There are approximately 19,000 AWCF real property capital assets located on 12 installations in the United States. The 12 installations are listed below: 1. Anniston Army Depot - Anniston, AL 2. Bluegrass Army Depot - Richmond, KY 3. Corpus Christi Army Depot located on Naval Air Station Corpus Christi - Corpus Christi, TX 4. Letterkenny Army Depot - Chambersburg, PA 5. Red River Army Depot - Texarkana, TX 6. Tobyhanna Army Depot - Tobyhanna, PA 7. Pine Bluff Arsenal - White Hall, AR 8. Watervliet Arsenal - Watervliet, NY 9. McAlester Army Ammunition Plant - McAlester, OK 10. Crane Army Ammunition Activity located on Naval Support Activity Crane - Crane, IN 11. Tooele Army Depot - Tooele, UT 12. Sierra Army Depot - Herlong, CA ASA (FM&C) is seeking information on possible vendors that can successfully perform an analysis and develop an estimation methodology that can be used as the deemed cost in accordance with SFFAS 50 for AWCF real property. The deemed cost can be either replacement cost, estimated historical cost, or fair value. SFFAS 50 defines replacement cost as "the amount required for an entity to replace the remaining service potential of an existing asset in a current transaction at the reporting date, including the amount that the entity would receive from disposing of the asset at the end of its useful life" and defines fair value as "the amount at which an asset or liability could be exchanged in a current transaction between willing parties, other than in a forced or liquidation sale." Estimated historic cost may be based on "a) cost of similar assets at the time of acquisition; b) current cost of similar assets discounted for inflation since the time of acquisition; or c) other reasonable methods, including latest acquisition cost and estimation methods based on information such as, but not limited to, budget, appropriations, engineering documents, contracts, or other reports reflecting amounts to be expended." Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these contract services, please provide a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. ELIGIBILITY The applicable NAICS code for this requirement is 541611 with a Small Business Size Standard of $15 million. The Product Service Code is R703. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. If another NAICS code or PSC code would be more suitable, please make the suggestion with an explanation. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than fifteen (15) pages in length (including all attachments) in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 9 am, EST, on Thursday, December 1, 2016. This Sources Sought is strictly for the purpose of gaining knowledge of services and solutions available and should not be construed as intent, commitment, or promise to acquire services or solutions offered. What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Does the offeror have interest as a prime or subcontractor? Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this PSW for the base period as well as the option periods. 6.) Provide a statement including current small/large business status and company profile to include business name, appoint of contact, number of employees, annual revenue history, office locations, DUNs number, etc. 7.) What elements of the PWS would the offeror subcontract rather than perform with its own resources? 8.) What Contract Type would be most beneficial for this requirement, why? 9.) Do you offer these services under any existing contract vehicle (i.e. GSA, NASA, SEWP, etc)? If so, please provide the contract vehicle and contract number. 10.) Provide a statement or explanation of the company's background, technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the stated services and requirements. What is your team's knowledge and experience in the following areas? a. The Federal Accounting Standards Advisory Board (FASAB) Statements of Federal Financial Accounting Standards (SFFAS) 50 - Establishing Opening Balances for General Property, Plant and Equipment: Amending SFFAS 6, SFFAS 10, SFFAS 23, and Rescinding SFFAS 35 b. Developing estimation models for valuing real property assets (buildings, structures, linear structures, ect) and having those models audited by an Independent Public Accounting firm c. Developing or estimating remaining useful lives for assets currently occupied/utilized Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist identified above, in either Microsoft Word or Portable Document Format (PDF), via email. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
