- The Defense Logistics Agency, DLA Maritime Norfolk, Norfolk Naval Shipyard Contracting Office, intends to negotiate a Firm Fixed Price contract for the fabrication and the delivery of (1) Logistic Escape Trunk Deck Enclosure (LET House) and (1) Logistic Escape Trunk Deck Enclosure (LPT House) for use on board VA Class Submarines at Norfolk Naval Shipyard Portsmouth, Va. The North American Industry Classification System (NAICS) code is 336611, ( Ship Building and Repairing ). The procurement will be unrestricted as it is over the Simplified Acquisition Threshold and has limited source availability due to the Program Executive Officer of Submarine (PMO 450) authority to release the drawings to manufacture. The equipment is restricted to authorized DoD contractors by the Arms Export Control Act/and the Export Administration Act of 1979. Only approved DoD contractors will be provided the drawings. Contractors interested should email me with their Cage code and Duns number to start the approval process. If approved the drawings will be sent to your company. All offers shall meet the requirements within the Statement of Work and the Newport News and Naval Sea Systems command drawings. Title: I Level Work Support Equipment - Fabricate One Logistics Escape Trunk Deck Enclosure (JML Document 6280-B011 and B012 ) •1.2 Location of Work: •1.2.1 Vendor's Discretion •2. References: •2.1 DWG 53711-123-6404859 Rev C, LOGISTICS ESCAPE TRUNK DECK ENCLOSURE •2.2 DWG 53711-123-7107382 Rev A, LET/LPT DECK ENCLOSURE CONVERSION •2.3 NAVSEA Standard Items •3. Requirements: (Contractor shall use the specified revisions of technical documents to agree with the requirements of the Authorized Work Package. Arbitrary use of revision available is not allowed) •3.1 The Contractor shall provide labor, material, sub-contractor and supervision services to fabricate/manufacture one (1) Logistics Escape Trunk Deck Enclosure with Cofferdam in accordance with Reference 2.1 with notes, details and materials listed thereon. NOTE: In lieu of ladder and related structural mods depicted on sheet 10 of Reference 2.1, fabricate and install Ladder Assembly 1 in accordance with Reference 2.2. •3.1.1 All welding and fabrication shall be in accordance with Reference 2.2 Item 009-12. •3.1.2 Preservation of completed assembly shall be preserved in accordance with Reference 2.2 Item 009-32 and as follows: •3.1.2.1 Ferrous metal shall be abrasive blasted to near white metal (SSPC SP-10). All surfaces shall be primed with one coat of MIL-DTL-24441 TY IV Moss Green Primer @ 4-6 MILS DFT. All primed surfaces shall be top coated with two coats of MIL-PRF-24635 TY III, CL-1, Gr-A Haze Gray Enamel @ 1.5 - 2 MILS DFT. •3.2 NNSY shall provide the following services in support of Work Item: •3.2.1 Provide all fork truck, rigging and crane services for unloading fixture at delivery. •4. Notes: •4.1 The Contractor shall use the specified revisions of technical documents to agree with the requirements of the Authorized Work. Arbitrary use of revision available is not allowed. •4.2 All equipment, material, and articles incorporated into the work covered by this contract shall be domestic, new and of the most suitable grade for the purpose intended, unless otherwise specifically provided in this contract. References in the specifications to equipment, material, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the Contracting Officer, is equal to that named in the specifications, unless otherwise specifically provided in this contract.. 4.3 All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable. •4.4 All contractor employees must conform to the security requirements that govern access to the shipboard spaces, dry dock, or other areas required to accomplish cage construction, maintenance and removal. NNSY access badges and vehicle passes shall be secured by the contractor for each employee 30 days prior to scheduled start of work. •4.5 Period of Performance is 20 January 2017 - 21 Feb 2017 •4.5.1 The completed fixture shall be delivered to Norfolk Naval Ship Yard, Building 276 no later than 01 July 2016 •4.6 Contacts •4.6.1 The technical point of contact will be announced at contract award •5.
