Description
CONTRACTOR REQUIREMENTS : The Contractor shall ensure employees are fully trained, knowledgeable, and competent to conduct positive youth development services. Employees include key personnel that consist of paid volunteers and/or contracted personnel. The processes include, but are not limited to the following: The Contractor shall use appropriate and available screening techniques for selecting and assigning individuals to ensure that youth are protected. The preferred techniques include, but are not limited to: Require assigned employees to complete and sign an application form, verification of all references, and the interview of all prospective employees. Contractor background checks of assigned employees must be fingerprint-based and include a local police check and a national criminal background check including the National Registry of Sex Offenders. Contractor shall also ensure each employee's teaching techniques are developmentally age appropriate for this requirement. The assigned employees shall observe and maintain reasonable standards of behavior and decorum as required for interactions with youth and CYP professionals. The Contractor must adhere to the distinct communication protocol(s) established by each military service branch. Any and all communication between the Contractor and the military affiliates must be approved in advance by the Contracting Officer's Representative (COR) and the Technical Advisors (TA). Communication includes, but is not limited to the following: Routine/Generic information, Special promotions, Training announcements, Time-sensitive grant/Service opportunities, etc. Any and all participation of military youth or CYP professionals in the Contractor sponsored events must be mutually constructed and scheduled by the Contracting Officer's Representative (COR) and the Technical Advisors (TA) and the Contractor. The final approval requires written consent by the Contracting Officer's Representative (COR).
