- This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The North American Industry Classification System (NAICS) Code is 541690 with a small business size standard of $15 million. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as an obligation or commitment by the Government. This notice is intended strictly for Market Research ONLY. Background: In order to continue to serve as a focal point for toxicology information for both the professional communities in toxicology and allied fields, and the general public, NLM's SIS (Specialized Information Services Division) looks for opportunities to add to and enhance its TOXNET system of databases and other web resources. Risk assessment is one of the core subfields which SIS seeks to address. Purpose and Objectives: SIS' objective is to offer to the public an online comprehensive, international, tabular compilation and comparison of chemical toxicity risk values, in support of human health, such as represented by its existing ITER (International Toxicity Estimates for Risk) database. These values should represent both cancer (oral and inhalation) and non-cancer (oral and inhalation) effects, and be derived from authoritative sources, governmental and otherwise. Among the sources known to include high quality risk values, and which should be consulted for the database, are the Centers for Disease Control/Agency for Toxic Substances and Disease Registry, Health Canada, the Texas Commission on Environmental Quality. The International Agency for Research on Cancer, NSF International, the Dutch National Institute for Health and Environment (RIVM), the US Environmental Protection Agencies and those which have undergone independent peer review by Toxicology Excellence for Risk Assessment. A plan also needs to be in place to augment the database with risk values collected by the European Chemicals Agency (ECHA) via the REACH regulation, in order to strengthen the database's global perspective. Beyond presenting the risk values in a tabular format for easy comparison, it's important that scientific synopses are provided to analyze and explain differences in data, and that links be provided for each organization for more information. The data should be in a format compatible with the TOXNET system and consistent with the database structure as implemented. The contractor will also work with NLM to solicit data from additional international organizations. Delivery of solicited database on TOXNET: The contractor will provide quality control measures to ensure the integrity of the transferred files. SIS and the contractor will work together on enhancing the database search interface for TOXNET, and design improved ways to display the data and augment it with aggregate tables and risk assessment links. Enhancement of the new database with data from additional organizations: NLM will support the contractor's data acquisition from additional international organizations and specific countries to add to the database, as funds allow. The contractor and NLM will be able to seek other funding to enhance such acquisition. An example is risk data from the European REACH legislation. Project Requirements: The contractor will implement specific tasks to accomplish the work outlined in section 2.0 during the period of performance. The contractor shall implement these tasks with minimal direction, but in close collaboration with the Government. Anticipated Period of Performance: The period of performance is for one year from date of award. Subsequent to this initial order, there are four additional option years projected. Interested firms responding to this Sources Sought Notice must adhere to the following: Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirement. The capability statement should be complete and contain sufficient detail for the Government's requirement. The capability statement should be complete and contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. The capability statement must identify the responder's business type and size; DUNS number; NAICS Code, and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers and e-mail addresses. All capability statements must be submitted electronically no later than 12:00pm local prevailing time on November 16, 2016, to Lisa Josephowitz at josephol@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitiation may be published in Federal Business Opportunities (FedBizOpps). However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant solicitation.
