Description
The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Project Manager for Ground Combat Tactical Trainers (GCTT) is contemplating a new acquisition for a Maintenance Training System (MTS) for the Joint Light Tactical Vehicle (JLTV). This effort will be in used for the JLTV Maintainer training course for MOS 91B10, 91B30, and 915A that will take place at the Ordnance schools, located at Fort Lee, VA and 13 Regional Training sites operated by the National Guard and Army Reserve (9 National Guard Regional Training Site - Maintenance (RTSM) and 4 US Army Reserve (USAR) RTSMs for a total of 13 RTSM). All institutional maintenance training will emphasize Diagnostic and Troubleshooting Trainers (DTT), Hands on Trainers (HOT), and Interactive Multimedia Instruction (IMI). Diagnostic and Troubleshooting Trainers (DTT): Diagnostic and Troubleshooting Trainers (DTT) will consist of classrooms, Technical Manual-based interactive multimedia 3-D simulations that teach familiarization with the vehicle, operational skills required by the maintainer, and cognitive skills about diagnostic procedures and the use of the technical manual to assist in troubleshooting. DTTs training Tasks developed will have to be synchronized with the functionality of the HOTs System The Army's maintainers will train on critical tasks associated with all major components and troubleshooting/repair with all sensors, switches and wiring harnesses. The major components are; a. Diesel Engine b. Fuel System c. Cooling System d. Electrical System e. Hydraulic System f. Brake System g. Transmission h. Transfer System i. Driveline Assembly j. Suspension System k. Steering System l. Central Tire Inflation System m. Automatic Fire Extinguishing System n. Weapons Systems o. Air Conditioning System A design goal for the DTT is to develop a software architecture that will easily facilitate adding future weapon platforms with little or no hardware impacts and facilitate technology changes associated with Interactive Electronic Technical Manuals (IETMs). The two DDT classrooms at Fort Lee, VA will each supporting 42 students and 1 instructor station. One DDT classroom is required at each of the Regional Training Site that support 12 students and 1 instructor station. For development of the specific DTT lessons, it is anticipated Computer Aided Design (CAD) data of the vehicle can be provided by the government, however only draft IETMs will be initially available. The initial classroom DTTs at Ft Lee are required by 4QFY19. Interactive Multimedia Instruction (IMI) The MTS shall include a separate collection of Maintenance Task Training Applications (MTT-APPs) to support maintainer Home Station training. These MTT-APPs shall be based on the JLTV training content developed for the MTS 3D interactive DTT simulation but may provide this content at a lower fidelity level than in the MTS DTTs. The MTT-APPs shall provide a Home Station training capability for each of the troubleshooting and maintenance tasks developed for the DTTs. The MTT-APPs shall be individual, single task maintenance training applications Hands on Trainer (HOT) The MTS shall include HOT for training small groups on specific aspects of a vehicle. The HOT device or devices will be used to train troubleshooting and basic remove and replace tasks. The HOT device(s) can also be used in the verification of repair. The HOT device(s) will provide all the functionality of the given portion of the JLTV isolated from the total system and allow instructor induced failure to train specific tasks. The HOT shall consist of the following Systems: a. Drive train b. Electrical c. Suspension System Components The total quantity of HOTs will be 50. A quantity of 24 HOTs will be delivered to Ft Lee VA.. The Remaining 26 HOTs will be delivered to the 13 RTS-M sites (2 to each site). To support development of the HOTs the government intends to provide JLTV vehicles or minimal configuration JLTV vehicles as Government Furnished Property (GFP). Initially delivery of the HOTs will be required to start no later than 1QFY20 to FT LEE VA, with all the remaining HOTs delivered by the 1QFY22 to the remaining locations. Intent of this RFI: This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunity (WWW.FBO.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Acquisition approach: The Government is in the process of developing an acquisition strategy for the JLTV MTS. The contract type, NAICS and acquisition approach (e.g. Full and Open or Small Business Set-Aside) have not been determined at this time. The Government is considering utilization of NAICS code 333318, Other Commercial and Service Industry Machinery Manufacturing. However, the Government is open to suggestions regarding the NAICS. The Government request respondents provide their Business Size Standard and, if applicable, socio-economic category. An Industry Day for this effort is being planned during the month of January or February 2017. Once a date and location have been determined, specific instructions will be posted on FEDBIZOP. Responses requested: Firms interested in this potential procurement must provide their capability statement via email no later than 3:30pm Eastern Standard Time (EST) on 9 December 2016 to Craig Cunningham, Contract Specialist, at craig.h.cunningham.civ@mail.mil. Contractors are requested to provide a response not to exceed five (5) pages, including the cover sheet. Your email submittal must be in a compatible MS Word/MS Project version with a PDF copy provided to each POC. Responses should include the following pieces of information at a minimum: 1. Concept to fulfill the needs described for any or all parts of this announcement 2. Past experience in similar efforts for any or all parts of this announcement The Capability package must be clear, concise, complete and shall also include (in additional to the technical aspects), at a minimum; 1) Identify their organization's name, address, telephone number, and point of contact (also with title, phone, fax, and email) on packaging and title pages (The organization name should appear clearly on every page of your submittal and proprietary information must also be clearly marked.); 2) Organization Size/ownership of business, i.e. large, small, small disadvantaged, 8(a), Disabled-Veteran, Veteran, Women-owned Business, and Hub-zone; 3) Cage Code, DUNS# and Tax ID# (TIN#). Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the JLTV MTS. The capability statement should contain sufficient detail for the Government to make an informed decision regarding your capabilities. Should you decide to provide any of the below information, your response is not counted against the 5 page count identified above..... PEO STRI would like information on how the Government can satisfy its needs; contracting strategies; technology innovations; program risks; the identification of cost drivers; a ROM for recurring total program cost; any other information that may be relevant, which will enable the Government to assess an appropriate acquisition strategy. Detailed overhead rates or buildups are not required. The notional schedules should define program milestones and a projected Ready-for-Training date. All responses should be unclassified and marked appropriately. Marketing material is not a sufficient response and all responses should be compatible with Microsoft Office 2007. Additionally, should Contractors have questions with regard to the subject effort, it is requested that these questions be submitted in writing to the Contract Specialist, Craig Cunningham at craig.h.cunningham.civ@mail.mil before 3:30 EST on 23 November 2016.
