Description
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS) National Veterinary Services Laboratories (NVSL) combine to make up the only Federal facility in the United States engaged in the diagnosis of animal diseases, both domestic and foreign. Administered under the Animal and Plant Health Inspection Service (APHIS), United States Department of Agriculture (USDA), NVSL is a key element in the support of Federal animal health programs. Each laboratory within NVSL also provides assistance to the state and Federal agencies and laboratories, educational institutions, and foreign governments in the diagnosis of animal diseases. The USDA, APHIS, VS, NVSL is committed to maintaining scientific excellence by continual improvement of the NVSL's Quality Management System (QMS). The development and continuing formal registration of a QMS confirms to the public and to the animal health world, both on a national and on an international basis, that the NVSL is committed to a continually improving quality program. Laboratory support/service areas that are currently listed on the NVSL's ISO 9001 Certification of Registration include the Laboratory Resources Unit (LRU), Administrative Unit (AU), Program Administrative Services (PAS), and the National Animal Health Laboratory Network (NAHLN) at the NVSL's Ames, IA, location. The LRU provides laboratory support through the media preparation and glassware services, sample processing, and warehouse services including mail and package processing, compressed gas management, laundry services, receiving dock, specimen and equipment deliveries, and warehouse fulfillment activities. The AU and PAS provides services in the areas of human resources and training, procurement, budget, and user fee services. The NAHLN coordinates the work of groups of laboratories that provide animal disease surveillance and testing services. New laboratory support/services planned for a new ISO 9001 Certification of Registration at the NVSL's Orient Point, NY, location initially includes shipment processing. The NVSL's Ames, IA, location was initially certified to the ISO 9001:2008 standards September 30, 2014, and is currently registered to these standards through September 29, 2017. However, a revised ISO standard was published September 15, 2015, and the NVSL is scheduled to transition to the ISO 9001:2015 standard in 2017. The objective is to contract with an internationally recognized accredited Registrar for transitioning certification to the ISO 9001:2015 Standard prior to September 29, 2017, with the option for two surveillance audits at yearly intervals. When the certified auditors/assessors have determined that the NVSL QMS meets the requirements of the most current version of ISO 9001, the Registrar will issue a certificate to the NVSL documenting satisfactory compliance with the ISO 9001:2015 Standard. APHIS is seeking information from contractors as to their capacity to perform pre-assessment and audit activities related to providing the required ISO 9001:2015 certification services described above in a veterinary diagnostic laboratory setting. We would also need to verify whether there are small business contractors capable of providing this service. The USDA, APHIS intends to establish a fixed price contract with a base year and two option years with a single Registrar capable of meeting all the NVSL certification requirements. The North American Industry Classification System (NAICS) code is 813920 with a small business size standard of $15 million. The Government acknowledges that responses to this sources sought are not binding offers. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested firm please provide the following information: 1) Size of business, including whether your company is a large or small business, and a point of contact; 2) DUNS number and CAGE code; 3) a brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above.
