Description
This SOURCES SOUGHT is filed under FAR 10.002 to refresh market research. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The Portland District Office of the U. S. Army Corps of Engineers (USACE) has been tasked to perform market research for a potential Hydrology and Hydrologic Engineering Services award. The potential award will be an Indefinite Delivery / Indefinite Quantity contract, procured in accordance with the Architect & Engineering Statute (Brooks Act) and implemented in FAR Subpart 36.6. The official synopsis for the proposed contract action, citing the solicitation number, will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. The proposed project will be a competitive firm-fixed price contract. The type of solicitation to be issued will depend upon the responses to the Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers (USACE) - Portland District (NWP) is refreshing out of date market research for an anticipated A-E service and intends to award one indefinite delivery / indefinite quantity (IDIQ) contract with a capacity of $10 million. The contract will have a base period of three years and no option periods. The type of set-aside decision(s) to be issued depends upon the response to this Sources Sought announcement and associated market research. North American Industrial Classification Code (NAICS): 541330 - Engineering Services Small Business Size Standard: $15.0 Million Federal Service Code: C211 - A&E General Services The purpose of this Sources Sought is to change previous sources sought from a small business set aside to unrestricted and to ascertain knowledge of interest, capabilities and qualifications of various members of the industry, which includes large and Small Business (SB), Small Disadvantaged Businesses (SDB), Historically Underutilized Business Zone (HUBZone), and all Woman-Owned SB (WOSB) categories. The Government must determine whether there is adequate competition among the potential pool of responsible contractor. All categories are highly encouraged to respond. Project Description: A&E firms and their sub-consultants providing services for hydraulic and hydrologic (H&H) engineering services for the evaluation, analysis, and design of water resources civil works projects. An A&E firm and their team must be able to provide/produce hydraulic design, numerical and physical modeling/prototype testing for juvenile and adult fish passage, spillways, outlet works, and navigation locks; hydrographic (single-beam and multi-beam sonar) and topographic (land survey, photogrammetry and/or LIDAR) surveys to support H&H modeling; hydrologic analyses including precipitation, runoff, water supply, reservoir analysis, and statistical relationships; river engineering and floodplain analysis, sediment yield and transport analysis, and associated numerical modeling; coastal engineering including coastal processes analysis, sedimentation analysis, and processes and coastal structure design; water and sediment quality sampling (physical, chemical, and biological data collection in conjunction with engineering services), modeling analysis and testing; ecological monitoring and site characterization in both freshwater and marine systems, and hydrologic climate change evaluations. CONTENT: Your firm's response to this market research request shall be limited to up to 10 (ten) pages and shall include the following information along with the technical abilities and equipment as outlined above. 1. Firm's name, address, current point of contact, phone number, and e-mail address. 2. Include your CAGE and DUNS numbers. 3. Firm's interest in responding to the Synopsis when it is issued. 4. Provide any information on your Firm's technical abilities/experience as they pertain to the A&E services outlined along with number of years of experience specific to what we are looking for. (Include past contracts with USACE, if applicable.) 5. Any past performance information that demonstrate technical experience. Minimum of 2 and no more than 5 projects. 6. Please identify which category of small business and business size your firm falls under. 7. All interested firms must be registered in SAM, https://www.sam.gov and remain current for the duration of the contract to be eligible for award of Government contract.
