Description
The Federal Bureau of Prisons, Administrative United States Penitentiary (AUSP), Thomson, Illinois, intends to issue solicitation RFQP04191700002 for 2nd Quarter Subsistence - Dry, Frozen and/or Meat products. This solicitation is for the 2nd Quarter Subsistence of Fiscal Year 2017 and is 100% set-aside for small businesses. The delivery will be FOB destination. The orders will need to be delivered starting January 1, 2017, and received in full by January 31, 2017, awards are fill or kill. Deliveries will be made to the Admin USP Thomson (Warehouse), 1100 One Mile Road, Thomson, Illinois 61285. The contract type is firm-fixed price. The Government reserves the right to award item by item, by group of items, or by aggregate, whichever is advantageous to the government. The Government will award to the responsible offerors(s) whose offer, conforming to the solicitation that are considered to be the best overall value to the Government, in regards to price, delivery and past performance. Prices will be rated higher than past performance. Past Performance will be evaluated on past performance with AUSP Thomson, other Federal Bureau of Prisons institutions and Contractor Performance Assessment Reports (CPARs). Rating will consist of contractor's ability to deliver within the time frame required and quality of goods delivered, and will then be rated as a go or no-go. The solicitation will be made available on or about November 25, 2016, and will be posted to the General Service Administrations, Federal Business Opportunities website: 1. http://www.fbo.gov. This site provides all downloading instructions on how to obtain a copy of the solicitation. Hard copies of the solicitation will not be available. Faith-Based Organizations have the right to submit offers/bids/quotations equally with other organization for contracts in which they are eligible. All future information about this acquisition, including solicitation, amendments, will also be distributed solely through the reference website. This solicitation is 100% set-aside for Small Business concerns and all responsible business sources are encouraged to submit a quote for consideration, interested parties are responsible for monitoring this website to ensure that they have the most up-to-date information regarding this solicitation. The anticipated deadline for receipt of quotes is December 09, 2016. The Government reserves the right to decide how payment will be made use either Electronic Funds Transfer (EFT) or Government Purchase Card. Each offer is required per FAR 52.212-3, to complete their representations and certifications via the Online Representation and Certification Applications (OCRA) at http://orca/bpn.gov. All potential offerors must be registered in the System for Award Management (SAM) database at http://www.sam.gov. SAM is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes.
