- Description
- The National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Research Center (VRC) intends to negotiate on an other than full and open competition basis with Becton, Dickinson and Company, 2350 Qume Drive, San Jose, CA 95131 to procure a very large number of unique and distinct reagents, fluorescently conjugated monoclonal antibodies based on custom conjugates Legacy, Brilliant and Early Access Dyes that range in sizes of 50ug, 250ug, 1mg, and 3mg. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items, and FAR Subpart 16.5 Indefinite-Delivery Contracts. This will be a single award Indefinite Delivery, Indefinite Quantity (ID/IQ) firm fixed price type of contract with a base and two (2) one (1) year option periods. Delivery to Bethesda, Maryland 20892 approximately 5 to 7 days after receipt of each order. The VRC laboratories uses flow cytometry to analyze immune responses for preclinical vaccine development purposes, as well as basic research in the development of new vaccine concepts. The reagents used are comprised of two components: a monoclonal antibody that is chemically linked to fluorescent dye, which are proprietary to Becton, Dickinson, who has the patent and is the only manufacturer that provides these reagents. The immunoassays required for this acquisition of a very large number of unique and distinct reagents, fluorescently conjugated monoclonal antibodies, that are needed to uniquely identify and enumerate the different blood cells types and under analysis. The reagents are needed on a continuous basis, and the specific amounts cannot be predicted in advance. Changes of the required product would be detrimental to the experimenting process. Therefore we must maintain the consistency of the reagents to insure experimental results are not influenced by other variables. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. All responsible sources who can provide the requirement may submit their capabilities in writing and must contain sufficient detail information that could be considered by email (subject line to reference NIHAO2017060) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, November 21, 2016. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
