Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award an Indefinite Delivery/ Indefinite Quantity contract with firm fixed pricing for Water Taxi Services for Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This requirement will be solicited as 100% Small Business Set-aside. The NAICS code applicable to this procurement is 483212. The size standard is 500 Employees. Sources sought notice N0018916R0076 was posted on 25 August 2016. The small business professional concurs with the resulting acquisition strategy. COMNAVSURFLANT requires Water Taxi Services for the different types and classes of Navy ships and provide all equipment that is unique to the vessel based on the size and class of the ship placing the order. The requirement is for a five (5) year ordering period and six (6) month option to extend services FAR 52.217-8. The services will cover from Rudee Inlet Fishing Pier and Lynnhaven Inlet to the inner and outer harbor. The required Water Taxi shall be available within a minimum of 48 hours of receipt of order and the vendor shall make the necessary arrangements with the Government Point of Contact for services. Water Taxi must be enclosed with heat and accommodate a minimum of 25 passengers with baggage and be able to surge to 50 personnel with baggage. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site Navy Electronic Commerce Online or (NECO). The solicitation is expected to be available on or about 16 November 2016. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. A complete RFP package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 16 November 2016. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
