Responders are solely responsible for all expenses associated with responding to this Sources Sought. SOURCES SOUGHT ONLY This is not a solicitation announcement. This is a sources sought synopsis only and will be open for fourteen (14) calendar days. The purpose of this synopsis is to gain knowledge of potential qualified sources; socioeconomic status; and business size classifications relative to NAICSs and Small Business Size Standards: 562111 Recyclable Material Collection $38.5 Million 562119 Other Waste Collection $38.5 Million 562920 Material Recovery Facilities $20.5 Million 562998 All Other Miscellaneous Waste Management Services $7.5 Million Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement separately. SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential contractors capable of providing nonprecious scrap metal pick up and recycling services for the North Texas Veterans Health Care System located at 4500 S. Lancaster Road, Dallas, TX 75216. The Contractor, or Purchaser, shall provide all management, supervision, labor, equipment, transportation, fuel, and materials necessary to collect nonprecious scrap metal on an as-needed basis. This is a revenue-generating contract for the Government which means the Government will not make any payment for services under any resultant contract. This sources sought is for interested parties who wish to submit offers to purchase recyclable nonprecious scrap metal (which may include, but is not limited to used copper pipe with soldered joints, other scrap items of iron, lead, aluminum, and tin to be outlined in the prospective solicitation) generated from Government-owned and operated buildings at the North Texas Veterans Health Care System located in Dallas, TX. The resultant vehicle would be a contract by which the Contractor compensates the Department of Veterans Affairs for recyclable materials collected and carried off site by the contractor. The intended contract period will be for one-year base plus four one-year option periods. The Purchaser will be required to furnish certified weight certificates at his own expense for each pickup including estimated weight, truck identification, etc. for comparison with weight certification for payment. The COR may periodically witness the weighing. Final payment and settlement will be made on the basis of the weight certificates. There is no anticipation of payments to the Contractor from the Government. The contractor will be required to: 1. Collect recyclable nonprecious scrap metal from designated sites. 2. Sort the collected nonprecious scrap metal off-site. 3. Pay revenue to the VA for recyclable nonprecious scrap metal collected. 4. Report to the VA: (a) amount of nonprecious scrap metal that was collected by weight (b) amount of nonprecious scrap metal material recycled by weight (c) amount of revenue the VA is expected to receive The Contracting Officer's Representative (COR) shall notify the Purchaser of the need for pick up and the Purchaser shall make arrangements for pick up within 3 business days. The Purchaser shall maintain a weight log for VANTHCS. The Purchaser, and shall plan, schedule, coordinate and ensure the effective completion of all requirements and services as required herein. The Purchaser shall also employ handling methods that protect the material from loss during handling and transportation. The Purchaser shall provide proof of Liability Insurance. Designated pick-up areas shall be kept clean by the Purchaser during and after pick-up. Purchaser s employees assigned duties associated with the prospective contract shall be authorized access to the VA sites above. Purchaser must make the necessary arrangements with the Medical Center Point of Contact to obtain access authorization for all assigned employees. This notice is to assist the VA in the determination of sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date and all interested parties must also respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is neither a request to be added to a prospective bidders list nor to receive a copy of the solicitation.
