- This is a SOURCES SOUGHT NOTICE which serves as a market research tool to obtain information from industry and will be used for preliminary planning purposes. Only firms who respond to this announcement by submitting the requested information will be considered in determining whether to set-aside this requirement for small business concerns. THIS IS NOT A SOLICITATION FOR PROPOSALS, QUOTATIONS, OR BIDS AND NO CONTRACT SHALL BE AWARDED AS A REULST OF THIS NOTICE. The Government is under no obligation to issue a solicitation as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information. Respondents will not be notified of the results of this notice. The anticipated work will be performed at Washington Aqueduct, DC. The primary objective is to provide contractor services and deliverables through performance of technical support. The services rendered shall be for the contractor to provide on-call and on-site assistance in areas pertaining to the GCMS and TOC systems operation, software support, troubleshooting, and maintenance. These services are needed to ensure continuous software upgrades and technical service support Task 1- GCMS & TOC Analyzer Preventative Maintenance: At least once during each contract year, the contractor shall perform preventative maintenance to the "Agilent GCMS System", "Varian GCMS System", and "Teledyne Tekmar TOC System". 1. Agilent GCMS System: Preventative Maintenance for the Agilent GCMS at a minimum is to include maintenance to the two gas chromatograph inlets, one mass spectrometer interface, and the electron capture detector interface currently in service. 2. Varian GCMS System: Preventative Maintenance for the Varian GCMS Ion Trap system at a minimum is to include maintenance to the three gas chromatograph injectors, one mass spectrometer interface, one electron capture detector interface and vacuum pump oil change. 3. Teledyne Tekmar TOC Analyzer System: Preventative Maintenance for the Teledyne Tekmar TOC system at a minimum is to include maintenance to the mass flow controller, halogen scrubber, perm dryer, UV oxidation reactor, IC sparger, auto sampler, and detector. Task 2- GCMS & TOC Instrumentation and Equipment Repairs: The contractor is to provide repairs to all GCMS and TOC instrumentation and equipment when deemed as non-functional by the Washington Aqueduct Laboratory. Repairs include parts replacement and/or on-site system troubleshooting. If the contractor is not able to repair or correct a problem, they shall consult or sub-contract with the instrument manufacturer until the repair or problem is corrected. Task 3- GCMS and TOC Technical Support: The contractor shall provide unlimited technical support when requested by the Washington Aqueduct Laboratory for the Teledyne Tekmar TOC system and both the Agilent and Varian GCMS systems. Technical support includes over-the-phone guidance regarding GCMS and TOC systems operation, optimization, software support, and troubleshooting. Interested qualified Small Business (SB), Small Disadvantaged Business (SBD), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZONEs), or Qualified 8(a) certified firms should submit a concise narrative and specific project examples of similar size and scope that demonstrated their specialized experience and technical competency. Narratives shall be no longer than five pages. Responses must include the contractor's company name, point of contact phone number and email address, and SAM.GOV information to include Cage Code and DUNS Number to verify your business status as a qualified Small Business.
