Page 1 of 2 Dear Prospective Contractor: This notice serves a twofold purpose: (1) Notifying potential offerors of the intent to hold Industry Day for Los Angeles National Cemetery Phase 1B Columbarium. The Industry Day has been set for December 8, 2016, at 11:00 A.M. The Industry Day will be held at the VA Medical Center, Building 218 11301 Wilshire Blvd. West Los Angeles, CA 90073, approximately one mile west of the cemetery. (2) Sources Sought of interested contractors for the project. The attendance is not mandatory however submission of your Qualifications is necessary. All responses to the sources sought must be submitted via email to the Contracting officer, Terance Crawley at terance.crawley@va.gov by December 1, 2016, 4:30 pm EST. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION Package. Project Description: This project will include the construction of 10,359 columbarium niches to provide approximately 10 years of service for cremated remains. It will also provide memorial walls with 504 memorial markers for memorialization of veterans whose remains are unavailable for burial. Also included will be the demolition of existing structures and utilities and the relocation of VAMC and/or leased assets currently residing on the property. As the initial development of new cemetery property, NCA will construct an entrance feature identifying the cemetery boundary, fencing, a basic road system for access and cortege staging, a basic structure that includes restrooms, minimal storage capacity, and a committal service shelter. Since this is just an expansion of the existing cemetery, the historic cemetery will remain the main property and the administrative functions, assembly area, and U.S. flag features will not be constructed on the newly acquired parcel west of the 405. This Phase of the project will be developing 7 acres. The estimated project duration will be approximately 540 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $10,000,000 and $20,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million, and The North American Industry Classification System (NAICS) of 236220 (Commercial building construction) with the size standard of $36.5 Million CFM intends to conduct this acquisition in accordance with FAR Part 15, contracting by Negotiation. Industry Day VA will host an Industry Day Forum to discuss the upcoming Los Angeles National Cemetery Columbarium project in Los Angeles, California. This Industry Day Forum will be used for market research to give The Office of Construction and Facilities Management (CFM) the opportunity to engage contractors to determine overall interest in the project, experience with cemetery construction and small business participation possibilities. An "Industry Day" has been set for December 8, 2016, at 11:00 A.M. The Industry Day will be held at the West Los Angeles VA Medical Center, Building 218. 11301 Wilshire Blvd. West Los Angeles, CA 90073 This event will provide background and general information on the project. This Industry Day Forum will be used for market research to give CFM the opportunity to engage contractors to determine overall interest in the project, experience with cemetery construction, capacity to successfully accomplish the work, and small business participation. Please respond with your intent to attend to Mr. Terance Crawley, Contracting officer at terance.crawley@va.gov All questions and presentations from the Industry day will be made available through an amendment to this notice that will be posted on www.FBO.gov. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information: (1) Company name including Dun & Bradstreet number, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety), also provide firms total bonding capacity (single and aggregate), current available bonding capacity, and expected available capacity for 2017-2018. Please limit responses to ten (10) pages. The Contractor capability statement shall include, but not be limited to: Corporate Experience: Provide at least three projects in the past five years that demonstrate experience with National Cemetery construction experience; if no national cemetery experiences provide at least three projects similar to parks, golf courses that contains at minimum an administration building, maintenance building, public restrooms, roads, landscape and irrigation. The Capability Statement must include Experience in all the elements of construction below: Earth Work The earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks or site development projects of at least 20 acres. Paving Paving projects of similar size and scope involving Caltrans road construction. Landscaping Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 40 acres. Irrigation The irrigation system installation for cemetery, park or golf course sites of at least 20 acres. Precast Concrete Burial Components The columbarium experience must be in providing and placing columbarium niche units at a National Cemetery with three completed projects. All responses to the sources sought must be submitted via email to the Contracting officer, Terance Crawley at terance.crawley@va.gov by December 1, 2016, 4:30 pm ET. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION Package.
