Description
The NASA Johnson Space Center (JSC) plans on issuing a solicitation for support of Intelligent Robot & Control System Services II (IRCSS II) and is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition. Sources Sought responses will be used to determine how this acquisition may be set aside. While this request is intended for all small businesses to respond, NASA/JSC is targeting 8(a) set-asides to increase 8(a) set-asides participation. The Government reserves the right to consider a Small, 8(a), Woman owned (WOSB), Service Disabled Veteran (SDVOSB), or HubZone business set-aside based on responses hereto. NASA JSC has a requirement for support of Intelligent Robotic and Control System Services to the Software, Robotics, and Simulation Division (SRSD) in the Engineering Directorate at NASA/JSC. SRSD develops technologies and performs applied research in the fields of artificial intelligence, autonomous systems, computer science, intelligent robotic control, advanced robotic systems, advanced electric rover and vehicles, and internet and intranet systems integration. SRSD provides support in the areas of technology development, technology maturation, and integration and research for NASA manned space flight programs, including the International Space Station, Multi-Purpose Crew Vehicle (MPCV), Game Changing Development, and Advanced Exploration Systems, as well as commercial opportunities as defined by the Agency. The primary functions are anticipated to include: providing technology development, maturation, and applied research and engineering in automation, robotics, robot control, advanced vision systems, perception, advanced software technologies and intelligent control systems. These functions require products to be delivered in areas such as computer-based system control software, robot and robotic systems hardware, robot control architectures, distributed control architectures, human interaction with advanced software systems and robots, automated support tools for space operations, and human-centered software design. Activities conducted in support of these areas may include: (1) the development and demonstration of hardware and software prototypes, (2) the integration and evaluation of products from other NASA centers, laboratories and/or facilities, (3) the evaluation, testing, and support for prototype development and demonstration in other NASA laboratory facilities, and (4) the execution and documentation of technical studies and applied research. Activities may also include project and product facilitation, including meeting support, documentation management, and status accounting for control and tracking of hardware and software products and assets; schedule generation, assessment, and tracking; and strategic planning and project management support tasks. The primary work area for this contract is at NASA JSC. The NAICS Code for the proposed acquisition is 541712, Research and Development Physical, Engineering, Life Sciences (except Biotechnology). The small business size standard is 1,000 employees. Estimated award date for this contract is May 2017. The estimated award amount is $10,000,000 to $15,000,000 over an estimated 5-year period. No solicitation exists; therefore, do not request a copy of the solicitation. If the solicitation is released is will be available at www.fbogov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the IRCSS II requirements should submit a capability statement of five pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years; whether they are large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions; list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement). The response may also include suggestions for specific contract structures or types that would allow JSC to meet or exceed the IRCSS II requirements while reducing overall cost. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
