- Attachment 02 - Plans Attachment 01 - Specifications W911WN-17-B-8001 The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to replace the conductor rail system at Hannibal Locks and Dam, located in Hannibal, OH. The general description of the work is as follows: The project involves the replacement of the conductor rail system and associated components on the dam at Hannibal Locks and Dam. Construction shall consist of purchasing, fabricating, delivering, and installing the new Bulkhead Hoist Conductor Rail system and Bulkhead Hoist Conductor Rail Access Platform and components. The work includes furnishing and installing all equipment, materials, labor, testing, and all operations required for a new outdoor Bulkhead Hoist Conductor Rail system and Conductor Rail Access Platform. The contractor shall be responsible for designing, furnishing, and erecting all necessary scaffolds and work platforms required for the performance of the work. Furnish and install a 500 Amp electrical 4-bar system including but not limited to, conductor rails, collector assembly, support brackets, hangers, power feed assembly, clamps, anchors, expansion fittings, etc. The conductor bar system is used to power the bulkhead hoist crane running across the top of the Dam. The conductor rail is to be installed across the dam and will be approximately 1193 feet in length (Contractor to verify length). This 3-phase, 480-volt system will utilize a 4-bar system (3-phases and 1-ground). The existing system shall be removed and disposed of by the contractor. The Conductor Rail Access Platform is needed to access the rail system and perform maintenance. The contractor shall be responsible for manufacturing the Conductor Rail Access Platform and installing it. This procurement is a 100% Small Business Set Aside, Firm Fixed Price acquisition and award will be made as a whole to one offeror. The NAICS code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors and the small business size standard is $15.0 M. The estimated magnitude of construction is between $250,000 and $500,000. The period of performance to complete all work will be 270 days after issuance of Notice to Proceed. The Invitation for Bid (IFB) will be issued approximately 07 November 2016, online through Federal Business Opportunities (FBO.gov), therefore, requests for hardcopies of the solicitation will not be honored. All responsible offerors are encouraged to participate. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible with providing notification of any changes to this solicitation. Contractors must be registered in the System for Award Management (SAM) before receiving a contract award (go to www.sam.gov to register).
