- Description: The US Army Corps of Engineers, Walla Walla District is seeking sources to supply Fish Food for Dworshak Project. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 311119, Other Animal Food Manuracturing, and the associated small business size standard is 500 employees. TECHNICAL SPECIFICATIONS: STEELHEAD FLOATING/HAGERMAN FISH FOOD (or Equal) Anadromous Fish Feed Specifications 1.0 The fish food supplied shall be a proven extruded floating salmon food containing the necessary nutritional requirements of salmon or steelhead to maintain the fish in a healthy condition without supplemental feeding of any kind. The feed is expected to perform as well or better than standard production open-formula diets previously used at Hagerman National Fish Hatchery. The fish food shall be milled no more than 30 days prior to delivery. The delivered food shall contain the following minimum guaranteed analysis: Crude protein, not less than 45.0% Crude fat, not less than 14.0% Crude fiber, not more than 5.0% Ash, not more than 15.0% Added mineral ingredients, not more than 2.5% Moisture, not more than 10.0% 2.0 Crude protein shall reflect a fish meal content of not less than 25 protein units of total protein, or 52% of total protein. Fish meal shall have a 5-12% fat content and a maximum ash content of 17%, a maximum moisture content of 10%, a maximum salt content of 4.0%, a pepsin digestibility of not less than 92.5%, and a protein content of 65% or higher. 3.0 Antioxidants: Finished feeds and fish oils must be stabilized with maximum allowable antioxidants. Ethoxyquin not to exceed 150 ppm of finished feed. BHA-BHT not to exceed 200 ppm. Fish oil stabilized with 0.04% BHA-BHT (1:1) or 0.01% ethoxyquin shall have less than 3.0% free fatty acids, moisture, and impurities shall be less than 1%. 4.0 Screening, dust: All feeds must be screened and sized to contain not less than 95% correct size particles. Dust content (dust defined as particles passing through a #30 U.S. standard sieve) is not to exceed 3% at point of delivery. 5.0 Minerals: Finished feed shall contain not less than the following levels of minerals: Mineral Grams/Ton of Finished Feed Zinc 68 Manganese 18 Copper 1.4 Iodine 9 6.0 Vitamins: Vitamins added into feed mix shall be equal to or better than specifications of the Abernathy No. 2 Vitamin Premix. Specifications for the Abernathy Vitamin Premix are as follows: Minimum Guaranteed Potency in Vitamin Mg/Ton of Finished Feed d-Biotin 540.0 B-12 54.0 E 456,000.0 IU Folacin 15,000.0 Myo-Inositol 120,000.0 K 8,340.0 Niacin 200,100.0 d-Pantothenic Acid 96,000.0 B6 28,050.0 Riboflavin 48,000.0 Thiamine 39,000.0 Vitamin D1 400,050.0 IU Vitamin A activity 6,000,000.0 IU Choline Chloride and Ascorbic Acid (Stay-C) should not be part of the packaged vitamin premix but should be blended into the final mixture separate from each other and the vitamin premix. Choline Chloride, Ascorbic Acid, and vitamin premix are to be stored separately and never pre-blended before adding to the feed. Choline Chloride should be added to the diet at 0.35%. Ascorbic acid should be added as a stabilized product using the following: L-ascorbyl-2-polyphosphate (stay-C) to provide 500 ppm active ingredient. 7.0 Packing and Packaging: Fish food is to be cooled to within 10o F above ambient air temperature and dried to a moisture content of 10% or less before being loaded for delivery. Proof of manufacturing date is to be supplied at time of delivery. Feed shall be delivered either in the bulk or bagged, and palleted as the purchasing hatchery requires and notes on their Purchase Order. Feed size desired but not limited to: 3.5 mm DRY, EXTRUDED FISH FOOD Specifications 1. The fish feed will be a proven extruded salmon diet, i.e. food that has been fed and shown to produce no ill effects, containing the necessary nutritional requirements for Pacific salmon to maintain the fish in a healthy condition without supplemental feeding of any kind. 2. Soybean meal products may not be used in any formulation, especially the starter feeds. 3. There will be no more than 10% remilled feed in the finished product. 4. The protein/energy ratio and palatability of the feed will be such to provide healthy growth and acceptability in all salmon species under diverse environmental conditions. 5. Antioxidants in the finished feed and oils must be stabilized with antioxidants (ethoxyquin not to exceed 150 ppm in finished feed; BHA-BHT not to exceed 200 ppm). Fish oils must be stabilized with the maximum allowable levels of antioxidants. 6. The vitamin levels in the finished feed will be equal to or better than the levels shown in Table 1. The vitamins added to the feed mix shall meet or exceed the growth and health requirements of the fish. 7. The mineral levels in the finished feed will be equal to or better than the levels shown in Table 2. The minerals added to the feed mix shall meet or exceed the growth and health requirements of the fish. Firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement.
