Synopsis for PACAF Depot Support Services: Attachment 1 Synopsis for PACAF Depot Support Services FOR OFFICIAL USE ONLY DEPARTMENT OF THE AIR FORCE AFLCMC/WWMK 6072 FIR AVE., BLDG 1233 HILL AIR FORCE BASE, UT 84056-5820 SUBJECT: SYNOPSIS: F-16 PACAF DEPOT SUPPORT SERVICES November 10, 2016 1. This information is furnished on the condition that it will not be released to another nation without specific authority of the Department of the Air Force of the United States, that it will be used for military purposes only, that individual or corporate rights originating in the information, whether patented or not, will be respected, that the recipient will report promptly to the United States any know or suspected compromise, and that the information will be provided substantially the same degree of security afforded it by the Department of Defense of the United States. Also, regardless of any other markings on the document, it will not be downgraded or declassified without written approval of the originating U.S. agency. 2. This is an advance notice that the F-16 System Program Office (SPO) plans to issue a solicitation and conduct a competitive source selection under Full and Open Competition for Depot Support Services on United States Air Forces PACAF F-16s and, as required, pre-block aircraft. The F-16 SPO is not contemplating a set-aside, but NAICS Code 336411 does apply. The F-16 SPO is contemplating a 5-year, Indefinite Delivery/Indefinite Quantity (ID/IQ) ordering contract to accommodate applicable annual Operation and Maintenance (O&M) appropriations. The anticipated period of ordering for the proposed contract is from 1 June 2017 through 21 May 2022. 3. This contract is for aircraft depot-level maintenance and repair at contractor-operated facility located within the gridded area of the competition circle (See Attachment 1). This contract is primarily for F-16 aircraft allocated to the United States Air Forces, PACAF Major Command (MAJCOM), and to support possible overflow requirements for all USAF F-16 aircraft. Additionally, this contract will contain provisions to send Contractor Field Teams (CFT) to perform depot-level repairs on any F-16 aircraft in any location, excluding combat zones on an as needed basis. The scope of the workload includes core defined depot-level maintenance activities, predefined programmatic work, and unplanned drop-in maintenance. 4. Core defined work includes, but is not limited to, aircraft coating removal and painting, Non-Destructive Inspections (NDI), and Radar Absorbing Material (RAM) intake surface repair. Programmed work will include major depot-level modifications and repairs, to include, but not limited to, longeron repair or replacement, major bulkhead repair or replacement, wing repair or replacement, and avionic modifications/upgrades. The SPO will require the contractor to support any additional workload the SPO has not predefined as drop-in maintenance or over-and-above type efforts. 5. Contract Ceiling amount is $48.8M. 6. Closing response date November 25, 2016. 7. Per AFFARS 5305.204, the USAF allows foreign participation at the prime contract level. 8. Per IG5305.207(c)(92)(ii), because this contract for depot competition, this acquisition is open to all interested parties including U.S. Department of Defense Sources who submit a bid or proposal and compete for this requirement. 9. The Government will release data packages IAW US requirements. The SPO requires a Cage Code for each submittal. 10.
