- Request for Information Drug Database and Decision Support Tools for Pharmacy Reengineering The United States Department of Veterans Affairs, Technology Acquisition Center (VA TAC) is seeking sources to provide a comprehensive pharmacy database and associated decision support tools. The Commercial-Off-the-Shelf (COTS) database is required for clinical decision support software used in the Department of Veterans Affairs (VA) Computerized Patient Record System (CPRS) system, as well as the pharmacy packages for Veterans Health Administration, Pharmacy Service. VA has contracted with First Databank (FDB), Inc. since 2006, and currently utilizes their proprietary MedKnowledge products. VA requires renewal of the existing brand name FDB MedKnowledge products or alternative solution capable of providing seamless support required by January 18, 2017. Please see attached draft General Requirements document for details regarding VA s requirements for a Drug Database and Decision Support Tools for Pharmacy Reengineering. Please also see attached draft Product Description for Offerors capable of providing renewal of the existing brand name FDB MedKnowledge products. This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and submit a capability statement demonstrating their ability to meet this requirement. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by VA in developing its acquisition strategy and Statement of Work. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. RFI Submission Instructions: Please provide a statement of capabilities that includes a description of the capabilities/qualifications/skills your company possesses to perform this work, specifically to include identification of the proposed COTS product(s) and product overview. The following information must be provided along with your statement of capabilities: 1) General Information: Name of Company: Address: Point of Contact: Phone Number: Fax Number: Email address: Company Business Size and Status: NAICS code(s): 2) Please identify any GSA Schedules, Federal Supply Schedules, or Governmentwide Acquisition Contracts (GWAC) you currently hold under which the product(s) you are proposing are available. 3) If the proposed solution is other than the existing product (MedKnowledge), please provide a timeline and implementation plan on how you propose to implement this solution to ensure seamless support is provided by January 18, 2017. Is the solution proprietary? Is it open source? If proposing a hosted solution, please provide relevant information (e.g. already established Trusted Internet Connection; FEDRAMP compliant). Additionally, please identify if the proposed solution has received an Authority to Operate from VA (or another Government Agency). 4) If the proposed solution is other than the existing product (MedKnowledge), please provide supporting information that demonstrates the proposed solution meets the minimum requirements, as specified in the General Requirements document. It is requested that interested contractors submit a response (electronic submission) of no more than 20 pages in length, single spaced, 12 point font minimum that addresses the above information.
