Map- Grounds Maintenance- Falls Aug 2016 Performance Requirements Summary Falls Grounds Maintenance – Quote Sheet (Excel Format) Wage Determination – Wake County Performance Work Statement This notice is being posted as an avenue to provide Request for Quotes, W912PM-17-T-0001. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items". THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM-17-T-0001, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561730 with a small business size standard of $7,500,000.00. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-89, effective 01 Nov 2016 (includes FAC 2005-90 and 91). Description of Requirement: The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to perform grounds maintenance services at the Falls Lake Visitor Assistance Center located at 11405 Falls of the Neuse Road, Wake Forest, NC 27587. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. In order to be considered technically acceptable, the contractor must submit the following with their quote: Past Experience and the North Carolina Certified Turf Grass Professional: PAST EXPERIENCE: a) Offerors are required to submit prior experience of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required. b) Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years. c) A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than five (5) contracts/projects. d) In order for an Offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects. 2. The Contractor shall possess a North Carolina Certified Turf Grass Professional designation, as defined by the Turfgrass Council of North Carolina. The Contractor shall submit proof of the certification with quote. Failure to do so will render the quote technically unacceptable. Performance period: BASE PERIOD JANUARY 1, 2017 - OCTOBER 31, 2017 OPTION PERIOD 1 - NOVEMBER 1 2017 - OCTOBER 31, 2018 OPTION PERIOD 2 - NOVEMBER 1 2018 - OCTOBER 31, 2019 OPTION PERIOD 3 - NOVEMBER 1 2019 - OCTOBER 31, 2020 OPTION PERIOD 4 - NOVEMBER 1 2020 - OCTOBER 31, 2021 Place of performance: The place of performance is Falls Lake, Wake Forest, NC Service Contract Act Wage Determinations: 2005-2401, Revision 17 Dated 12/29/2015 (Attached) The Contractor is responsible for referencing and accounting for the above wage decision within their quote submissions. The Government will attach the latest version to the contract upon award. Site Visit: An organized site visit has been scheduled for 09:30 AM, EDT, Thursday, November 17, 2016. Participants will meet at Falls Lake Visitors Assistance Center, 11405 Falls of the Neuse Road, Wake Forest, NC 27587. (End of Provision) 52.217-8 OPTION TO EXTEND SERVICES (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of Clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months.
