Subject-W52P1J-17-R-NTV4 Sources Sought Amendment Non-Tactical Vehicle (NTV) Leasing Throughout Arabian Peninsula NAICS Code 532112 Description Army Contracting Command - Rock Island (ACC-RI) is investigating the market capability to provide NTV leasing/rental throughout the Arabian Peninsula via a firm-fixed-price contract. For the purposes of this sources sought, the Arabian Peninsula is defined as: Iraq, Kuwait, Bahrain, Qatar, United Arab Emirates, Oman, Yemen, Saudi Arabia and Jordan. The U.S. Army currently has NTV requirements in the following countries: Iraq, Kuwait, Bahrain, Qatar, United Arab Emirates, Oman, and Jordan. NTVs shall consist of a variety of passenger vehicles ranging from sedans, pick-up trucks, and sport utility vehicles (SUV) to multi passenger vans and buses. Contractors will be required to provide all equipment, tools, materials, supervision and other items required to meet manufacturer maintenance standards and schedules including preventative and unscheduled maintenance. Contractors shall be able to provide vehicles in all countries listed above in order to comply with the requirement. Contractors shall be responsible for all insurance, licensing, and registration requirements in each country of operation. Contractor shall be able to secure access to local U.S. Government installations. This is a request for information ONLY. No solicitation will be issued at this time. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. Responses to this Sources Sought shall be provided as described herein. Interested parties shall submit responses in Microsoft Word, Microsoft Excel, or Adobe Acrobat. Responses shall be limited to 10 pages with Arial font greater than or equal to 12 pt. PART I: Company Information 1. Organization Name (if organization has experienced name changes, please list previous names used) 2. Address 3. Primary point of contact and phone number 4. Business Classification / Socio-Economic Status (e.g., large, small, 8(a), women owned, hub-zone, SDB, Service-Disabled Veteran Owned) for NAICS Code: 532112 - Passenger Car Leasing 7. Positive assertion indicating registration in the System for Award Management database (https://www.sam.gov/) 8. Location of corporate headquarters and locations of outside the continental United States (OCONUS) facilities 9. Brief overview of Products and Services provided 10. Ability to provide vehicles in all countries list above PART II: Capability Statement. Interested parties shall address capability of fulfilling requirements ranging from one NTV to several hundred NTVs at any given time, required lead times to deliver requested vehicles and service. Along with the discussion points listed below shall be included in the response to this sources sought. 1. Availability of short term lease (weekly, monthly, annual). 2. List of specific makes and models of vehicles vendor is able to provide. 3. Ability to provide insurance coverage for on-road and off-road usage of NTVs. 4. Ability to recover non-operational vehicles due to accidents or mechanical failure. Please address the time frame in which NTVs will be recovered, keeping in mind the differing labor laws in the region. 5. Ability to provide scheduled and non-scheduled maintenance. Please address the timeframe required to perform both scheduled and non-scheduled maintenance. 6. Ability to adjust to labor laws in this geographic area while ensuring services are provided as needed. 7. Any known difficulties in obtaining parts or tools, or specific vehicle types? Identify if these issues are unique to certain countries, and identify possible resolutions for each issue. 8. Ability to provide required drivers with certain passenger vehicles in particular locations. 9. Ability to provide loaner vehicles when a leased vehicle requires scheduled/ unscheduled maintenance. 10. Ability to provide safe and reliable vehicles. Is there an overarching safety standard that all vehicles will meet? 11. Amount of Kilometers a vehicles should have before it is turned in and not able to be leased again? Please provide input on age of vehicle as well as kilometers before the vehicle must be replaced. PART III: Relevant Experience. Interested parties are requested to describe their experience with providing passenger vehicle short and long term leases in this region within the past three years. Specifically, if your organization has experience providing vehicle leases across the region (in more than one country at a time). The response should include the contract number, dollar value, indication of whether your firm was the Prime contractor or subcontractor, a Government/Agency point of contact with current telephone number and email address, and a brief description of how the contract referenced is relevant to the scope of work for this requirement. PART IV: Contracting Questions. 1. ACC-RI is investigating the feasibility of a single award versus multiple award contracts to manage and fulfill all NTV requirements in the Arabian Peninsula. Please provide any information that will assist ACC-RI with this determination. 2. What is the minimum number of NTV leases, or awarded dollar value, that would be required to make this a successful venture for your organization? Is there a ceiling on the number of NTVs your organization could provide at any given time? 3. Please provide any additional company information you believe is relevant regarding capabilities, resources, and experience or any comments or recommendations regarding the anticipated scope of services and anticipated contract type for this requirement.
