Description
This is a combined synopsis / solicitation notice to award a Firm-Fixed Price, Limited Sources Blanket Purchase Agreement (BPA) under the authority of Federal Acquisition Regulation (FAR) Part 8.405-6, Limited Sources and FAR 13.106-1(b)(1)(i). The North American Industry Classification System (NAICS) for this action is 541519. This is a notice of intent to award and is not a request for competitive proposals. **THIS IS A TOTAL SMALL BUSINESS SET-ASIDE** Naval Sea Systems Command (NAVSEA) intends to establish a Small Business, Limited Sources, General Services Administration (GSA), BPA with Sunset Design and Programming Inc., a small business, under authority of Federal Acquisition Regulation (FAR) Part 8.405-6 Limited Sources, for one (1) base year and four (4) option years. Under the proposed BPA, the contractor will design, program, and implement Internet and Intranet, web-based, 508 compliant training applications. This encompasses the development of both frontend websites and back-end data management components. Special attention must be paid to ensure web applications are compatible with all major web browsers and web server technologies; including solid knowledge of programming languages such as HTML, XML, Active Server Pages (ASP), PHP,.Net, JavaScript, Java Applets, SharePoint, Oracle Portal, VBScript, and Visual Basic and experience with databases such as Oracle 11g, Microsoft SQL2012, and Microsoft Access. More importantly, the web applications MUST be compatible with the Department of Navy's Total Workforce Management System (TWMS). Based on market research and past procurements, the Government is unaware of any other organization capable of meeting all of the above requirements. This notice of intent is not a request for competitive proposals; however, all responsible small business sources may submit a capability statement, proposal or quotation demonstrating the ability to provide the requested services or exception to the intent to purchase on a limited source basis, which shall be considered by the Government if received by Monday, November 21, 2016 at 5:00 pm local time, Washington D.C. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement, including the contractor's experience developing 508 compliant web applications compatible with TWMS. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this notice. The government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
