Description
The United State Agency for International Development's Regional Development Mission for Asia (USAID/RDMA) anticipates the issuance of a Request for Proposal (RFP) for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a ceiling of $70 million for the implementation of USAID Resilient Cities Asia. USAID intends to use full and open competition for this procurement and to release the solicitation within the first quarter of U.S. fiscal year 2017. This IDIQ contract will support secondary cities in Asia to become more resilient to a wide range of increasing climatic impacts by increasing their access to financing. The primary objective of this effort is to design, prioritize, finance and implement climate adaptation actions in support of secondary cities' resilience and development goals. This will be accomplished by helping Asia's secondary cities to evaluate, select, develop, finance, and implement climate resilience initiatives that can be funded and financed by various financial sources (e.g., from public and private, domestic and international). The secondary objective is to support the primary objective by helping selected cities to develop and implement policies, strategies, and related plans for climate resilience, based upon urban climate resilience principles. Assistance and services provided under the IDIQ will increase the capacity of secondary cities in the region to mitigate, adapt to, and recover from shocks and stresses caused by climate-induced events and stresses, and to transform themselves even with uncertainty and escalating climate risks. The services and assistance provided by this IDIQ will complement existing and planned efforts by USAID bilateral missions and other partners in Asia that help Asian secondary cities to become more resilient to the effects of climate change. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the United States Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.
