Solicitation: FA5209-17-T-0021 Attachment 1 - SOW for FA5209-17-T-0021 Deadline for receipt of offers: 1:00 p.m. Japan Standard Time (JST), Friday, 25 November 2016. All questions must be submitted no later than 8:00 a.m. (JST), Tuesday, 22 November 2016. Quotations may be acceptable via e-mail to yuki.watabe.jp@us.af.mil. DESCRIPTION OF SERVICES: The Contractor shall provide preventive maintenance service to include inspection, cleaning, lubrication, adjusting, testing, calibration, and minor repair to various Teraoka Scales/Labelers located at Yokota Commissary, Bldg 570. ADDENDUM TO FAR 52.212-2 FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014) This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (1) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical acceptability considered. The Government intends to make award to the lowest priced technically acceptable. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Acceptability (i) The price evaluation will be made on the basis of the total price of all line items including all options. An offeror must therefore propose on all line items including options. The Government shall evaluate based on the lowest price technical acceptability. If the lowest offeror meets the Government technical acceptability standard as defined in below paragraph (2), the contract may be awarded to the lowest offeror. If the lowest offeror fails to meet the Government technical acceptability as defined in below paragraph (2), it will be eliminated from consideration for award. (ii) Price Evaluation for Utilization of FAR 52.217-8, Extension of Services Clause: The Government will calculate prices for a quantity equivalent to 6 months by prorating prices offered for CLIN 0001 including Options and evaluate such prices for reasonableness. (2) Technical Acceptability: Technical Acceptability is achieved when the offeror provides proof of the certification for perform the subject performance. All offerors shall submit Certificate of Scale Measurement Business Registration (計量器修理事業登録証). (i) Initially, offers shall be ranked according to evaluated prices. The price evaluation will document for the offers evaluated the completeness, and reasonableness of the proposed price. Incomplete or unreasonable offers shall be rejected and eliminated from further consideration. (ii) Next, the Government will evaluate the lowest offeror's technical information as referenced in paragraph (2) above. Technical Acceptability for all offerors will be rated as 'acceptable" or "unacceptable" by the government. (iii) If the lowest offeror meets the Government technical acceptability as defined in above paragraph (2), a Purchase Order will be awarded to the lowest offeror with technically acceptable capability. If the lowest offeror fails to meet the Government technical acceptable capability, the Government will then evaluate the next low offeror in the same manner to determine if they meet the technical capability. This process will continue until an offeror is found to meet the Government technical acceptable capability in ascending order of the low price. (3) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
