Description
This SOURCES SOUGHT is filed under FAR 10.002 to refresh market research. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The Portland District Office of the U. S. Army Corps of Engineers (USACE) has been tasked to perform market research for a potential Biological Studies and Environmental Restoration Services contract. The potential award will be an Indefinite Delivery / Indefinite Quantity contract, which will include a pool of 3-4 contractors. The official synopsis for the proposed contract action, citing the solicitation number, will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. The proposed project will be a competitive firm-fixed price contract. The type of solicitation to be issued will depend upon the responses to this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers (USACE) - Portland District (NWP) is refreshing out of date market research for an indefinite delivery / indefinite quantity (IDIQ) contract with a capacity of $9.5 million. The contract will likely have a base period of three years and no option periods. The type of set-aside decision(s) to be issued depends upon the response to this Sources Sought announcement and associated market research. North American Industrial Classification Code (NAICS): 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) Small Business Size Standard: 1,000 Employees Federal Service Code: B516 - Fisheries and Animal Studies The purpose of this Sources Sought is to ascertain knowledge of interest, capabilities and qualifications of Small Businesses (SB), Small Disadvantaged Businesses (SDB), Historically Underutilized Business Zone (HUBZone), Service-Disable Veteran-Owned Small Businesses (SDVOSB), and all Woman-Owned SB (WOSB) categories. The Government must determine whether there is adequate competition among the potential pool of responsible contractors. All categories are highly encouraged to respond. Project Description: The Corps of Engineers (NWD) requires a range of professional and technical scientific expertise to fulfill specific biological and environmental objectives specific to two major drainage basins - the Columbia and the Missouri. These IDIQ contracts will be available to other Corps Districts within the Division (Walla Walla and Seattle for the Columbia basin and Omaha and Kansas City for the Missouri River basin) for biological/ecological requirements on an as needed basis. The areas of expertise listed below are those frequently required in recent investigations contracted by the District, or are anticipated by the District within the next 3 years. 1. Research Proposal Development and Study Planning 2. Hydroacoustic and Video Fish Evaluations 3. Biotelemetry 4. Mass Fish Marking 5. Computer Model Development 6. Physiological and Genetic Monitoring and Analysis 7. Environmental Sampling, Monitoring and Analysis 8. Direct Fish Injury and Survival Studies 9. Data Management and Analysis 10. Pallid Sturgeon Research Studies 11. Pallid Sturgeon Population Assessment and Monitoring and Pallid Sturgeon Habitat Assessment and Monitoring CONTENT: Your firm's response to this market research request shall be limited to 10 (ten) pages, and shall include the following information. 1. Firm's name, address, current point of contact, phone number, and e-mail address. 2. Include your CAGE and DUNS numbers. 3. Firm's interest in responding to the solicitation when it is issued. 4. Provide any information on your Firm's technical abilities/experience as they pertain to the services listed above, along with number of years of experience specific to what we are looking for. (Include past contracts with USACE, if applicable.) 5. Any past performance information that demonstrate technical experience. Minimum of 2 and no more than 5 projects. 6. Please identify which category of small business and business size your firm falls under. 7. All interested firms must be registered in SAM, https://www.sam.gov and remain current for the duration of the contract to be eligible for award of Government contract.
