Description
Postal Regulatory Commission, OAC Background on Measuring Postal Service Efficiency The Postal Accountability and Enhancement Act (PAEA) replaced cost of service ratemaking with an inflation-based price cap system. A key purpose of price caps is to promote operational efficiency. The PAEA also established specific objectives for the Postal Regulatory Commission (PRC) to consider in developing the new system for regulating postal pricing. These objectives include: to maximize incentives to reduce costs and increase efficiency; and to assure adequate revenues, including retained earnings, to maintain financial stability. Given the subsequent secular decline in mail volumes, the Postal Service has focused a lot of its efforts on improving operational efficiencies as a way to reduce costs and mitigate financial losses. To measure whether its efforts are improving efficiency, the Postal Service uses what is known as a Total Factor Productivity (TFP) index. The TFP index is a measure of long-term productivity trends, and is computed as a ratio of total workload to total resource usage. In the face of growing technological and other changes, the PRC believes that it is important to review the Postal Service's TFP model and productivity measurements to ensure that they are reliable and accurate.
