- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), has a requirement for "Riser Gas Management: Methods and Equipment". This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is E17PS00013 and the solicitation is issued as a Request for Proposal (RFP). The Government anticipates awarding a Firm-Fixed-Price type contract as a result of this solicitation. The period of performance is anticipated to be 12 months from date of award. The North American industrial Classification Systems (NAICS) code is 541330, Engineering Consulting Services with a small business size standard of $15.0 million. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. The goal of this study is to investigate the theory and practice behind the riser gas detection and handling, to identify methods and equipment for safe mitigation of the dangers presented by riser gas. This study will also consider riser gas techniques employed during Managed Pressure Drilling, and evaluate their applicability to conventional drilling operations. It is also important to characterize all realistic scenarios in which gas influx in the riser can be predicted and recognized before its dangerous escalation. This project shall compile relevant case studies of riser gas events and their management in order to illustrate the pros and cons for the currently adopted procedures. This study shall identify gaps in existing regulations and industry standards and propose new regulations, which can close those gaps, help improve safety and eliminate the threat of unexpected riser gas unloading events.
