Description
The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA currently has a requirement for the Audiovisual Equipment Maintenance and Repair Services. The procurement of Audiovisual Equipment Maintenance and Repair Services shall be solicited using small business set-aside procedures. The contemplated contract will be a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) hybrid contract with Firm Fixed-Price (FFP) Contract Line Item Numbers (CLIN) for maintenance, and Time and Material (T&M) CLIN for repairs. The projected period of performance will be a twelve (12) month base period, and four (4) twelve (12) month option periods. Each period is subject to the FAR 52.217-8 clause for 6 months performance. The estimated value of the IDIQ is $24.4 million. The NAICS code associated with this requirement is 811219, Other Electronics and Precision Equipment Repair and Maintenance. To qualify as a small business concern under this NAICS code, a company must have average annual receipts of $20.5 million or less. This action will be solicited utilizing FAR Parts 15 Contracting by Negotiation, 16 Types of Contracts, and 19 Small Business Programs. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (www.fbo.gov) on or about 5 December 2016. The proposed solicitation number for this action is M00264-17-R-0013. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. SCOPE OF WORK: The scope of this effort is for the provision of contractor services for installation, repair, and maintenance of audiovisual equipment products and systems to ensure uninterrupted operations of Closed Circuit Instructional Television System's (Including Internet Protocol Television) and related audio/video/control systems equipment/components and presentation systems situated at different locations aboard the Marine Corps Installations Command National Capitol Region-Marine Corps Base Quantico, VA (MCINCR-MCBQ), including tenant organizations with an Inter-Service Support Service Agreement, Memorandum Of Agreement or Memorandum Of Understanding with the base. The Marines Corps' Combat Camera at MCINCR-MCBQ has complementary mission requirements to provide audiovisual services and products to their consistent customers. Customer requirements are developed through a consolidated ordering process in which each cognizant activity coordinates the phased development of customer requirements, contracting, installation oversight, end-user training, and maintenance, repair, and warranty support. Audiovisual infrastructure consists primarily of classrooms, auditoriums, conference rooms, teleconferencing and multi-functional facilities (e.g., mission- centric configuration) for MCINCR-MCBQ and tenant commands. Requirements will be coordinated under compressive delivery order that provides cost-effective support under a single work statement.
