- This Sources Sought Notice(SS)/Request for information (RFI) is for planning purposes, and is NOT an invitation for bid, request for quotation, or request for proposal. NO solicitation is currently available. This notice does NOT constitute a committment by the Government. The Government will NOT pay for any information received or costs incurred in preparing the response to this sources sought. Any costs associated with this sources sought response submittal are solely at the interested parties' expense. Not responding to the RFT does not preclude participation in any future requirement. The information will be used to assist determination of sources capable of an electronic surveillance and electronic attack systems ahead of an upcoming test. The test event is fixed, therefore no late submissions will be accepted. Background and Scope Communications monitoring systems exist in spaces across industry and in militaries around the world. Spectrum analyzing tools also exist in wide numbers and with broad capabilities. Few ruggedized, tactical Electronic Surveillance (ES) systems exist that operate in the frequency bands of interest to the Army and are capable of rapidly presenting a codified picture of the Electromagnetic Spectrum (EMS) to Army Electronic Warfare personnel in tactical situations. This request is for an ES/EA system that can be carried by a single Soldier. It should have fast and broad scanning capabilities so the operator can rapidly see and analyze activity across wide portions of the radio frequency (RF) spectrum to assess all relevant communications signals in a militarily relevant area up to 6 GHz. It should also have the capability to concentrate its processing capacity at smaller portions of the EMS as missions may dictate. In other words, a broad spectrum analyzer that can also do high quality signals interrogation, analyze and location right up to, but not including, specific capabilities that only SIGINT personnel are able to employ. This system is envisioned as multi-channel transceiver in a backpack with applicable amplifiers and antennas to address the relevant RF bands where near peer militaries and non-state terrorist organizations can operate in the EMS. The weight limitation is 30 lbs. for the base unit that can be used while on a Soldiers back and on the move. It is expected that separate antennas, amplifiers and batteries (not necessarily carried by the same Soldier) will be useful to better address specific capabilities in specific RF bands in both receive and transmit modes. It is understood that certain capabilities (perhaps direction finding, jamming) will necessitate temporarily fixed antennas emplaced at safe distances from personnel while in use. The REF is seeking to find existing products or technologies that can be packaged into a backpack to enable rapid detection, identification and denial of RF communications across militarily relevant areas and ranges. Purpose The purpose of this Request for Information (RFI) is to assist in the selection of available products at Technology Readiness Level (TRL) six (6) and greater ahead of an upcoming test event. TRL 6 is defined as representative model or prototype system tested in a relevant environment. Vendors who are able to attend a test event for the month of March- June 2017 within the State of Arizona, and are able to perform all of the parameters set forth below, are asked to forward supporting information back to the U.S. Army Rapid Equipping Force (REF). The test will be fairly comprehensive and vendors will be asked to find, analyze and defeat multiple signals across a wide area in compressed timelines in order to assess the military relevance of the equipment. Requested Information: The submitted documentation and content becomes the property of the United States Government and will not be returned. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. Although solicitation terminology may appear in this inquiry, your response will be treated as information only and will not be used as a proposal. This notice is part of Government market research. Information received as a result of this request will be considered as sensitive and will be protected as such. Any company or industry proprietary information contained in responses should be clearly marked as such, by paragraph, so that publicly releasable and proprietary information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from unauthorized disclosure. The Government will not use proprietary information submitted from any one source to establish the capability and requirements for any future acquisition, so as to inadvertently restrict competition.
