- The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price contract for the RAX 566 Trinity River Division Powerplants Replacement of Station Service Transformers & Low Voltage Bus Systems. This procurement is a Total Small Business Set-Aside and will be an Invitation for Bids (IFB) using FAR Part 14, Sealed Bidding procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237130 and the related small business size standard is $36.5M. This notice is not a request for bids and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require a bid guarantee and 100% performance and payment bonds. The work will be conducted at three Powerplants in Shasta and Trinity Counties. The Trinity Powerplant is approximately 35 miles northwest of Redding, California in Trinity County. The Judge Francis (JF) Carr Powerplant is approximately 15 miles west of Redding, California in Shasta County. The Spring Creek Powerplant is approximately 5 miles northwest of Redding, California in Shasta County. Solicitation R17PS00016 will be posted electronically via www.fbo.gov on or about December 19, 2016. The date for receipt of bid will be approximately January 18, 2017. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. PRINCIPAL COMPONENTS OF WORK: A. Items below apply to the KRB and KRC sides of the two sided station service systems at the Trinity, JF Carr and Spring Creek Powerplants. The designation KRB applies to the normal power supply transformer that is connected to the powerplant generator bus and the designation KRC applies to the standby power supply transformer at all three powerplants 1. Remove and dispose of the following five, in-service station service, oil-filled transformers: Trinity Powerplant KRB & KRC; JF Carr Powerplant KRC; and Spring Creek Powerplant KRB & KRC. 2. Remove and dispose of one spare station service transformer stored at the Spring Creek Powerplant. 3. Dispose of six transformers and the oil within, at facility or facilities certified to accept lead and Polychlorinated Biphenyls (PCBs). 4. Design, furnish, install, and test five new dry-type power transformers at the Trinity, JF Carr and Spring Creek Powerplants. 5. Design, furnish, install, and test low voltage non-segregated busway compatible with five new transformers. The busway extends from the low side of the transformers to their respective station service switchgear, at each powerplant. B. Items below apply to both the KRB and KRC sides of the station service systems at the Trinity, JF Carr and Spring Creek Powerplants 1. Remove and dispose of existing aluminum low voltage busway from each station service transformer to the station service switchgear including busway enclosure, conductor, connections and insulators. 2. Design, furnish, install, and test low voltage non-segregated busway compatible with five new transformers. The busway extends from the low side of the transformers to their respective station service switchgear, at each powerplant. 3. Busway to include new copper solid bus conductors, connectors and stand-off insulators per approved design. C. Design, furnish, install and test three new circuit breakers located in their respective existing station service switchgear, to support emergency backup power supply at the Trinity, JF Carr and Spring Creek powerplants. D. Design, furnish, install and test one new current transformer set (one per phase; total of 3 current transformers) located in the high voltage isolated phase bus at the Spring Creek Powerplant. E. Modify the existing high voltage isolated phase buses (IPB) and conduit as required to connect to the two new KRB transformers; Spring Creek and Trinity Powerplants. F. Modify existing high voltage line feed into the three new KRC transformers as required at the Trinity, JF Carr and Spring Creek Powerplants. G. At each Powerplant, modify the existing concrete foundations, transformer pads, hand rails, alarm circuits, conduits and conductors as necessary, to accommodate the new KRB or KRC transformers and low voltage bus work. H. Provide, install and commission a 300KVA permanent standby emergency 480V power supply system (EPSS) for the station service switchgear at Trinity Powerplant. Complete EPSS shall include engine-generator set with sub-base fuel tank, additional tank to supply up to 72 hours fuel, load band and EPSS controls compatible with existing station service switchgear. Provide underground trench, cable and conduit for EPSS as specified. I. Provide, install and test connector, cable and conduit to provide 480 volt power support for the station service switchgear that is compatible with NCAO owned 125kW portable generator at the JF Carr and Spring Creek Powerplants. Provide cable, conduit, and connector sized to support up to 300kW to accommodate future growth. J. Train Government personnel on equipment, operation, programming, calibrations and maintenance of all components replaced or modified.
