- N00164-17-R-JT22 - SOLE SOURCE - SYSTEM SUPPORT FOR USQ-149 - FSC 5895 - NAICS 334511 Anticipated Issue Date 01 DEC 2016 - Anticipated Closing Date 20 JAN 2017 - 1500 EST The anticipated contract type is Indefinite Delivery Indefinite Quantity, Firm Fixed Price Supply Contract. The anticipated delivery is FOB Destination, NSWC Crane, Indiana. The ordering period is 5 years from the date of award. The minimum quantity is one with a maximum dollar amount of $8,000,000. The Government has a requirement for support for the USQ-149 System to include the individual Weapons Replaceable Assemblies (WRAs), Shop Replaceable Assemblies (SRAs), Support Equipment, Special Tools and Tooling, Packaging and Handling Equipment, Test Equipment and applicable System Software/Firmware. Efforts will include but not be limited to Repair/Rework/and Maintenance, Spares and Replenishment, Engineering Support Services, Research and Development, Test and Evaluation, Redesign and Modification, Training, Data collection, Logistics Support Services, Firmware/Software Engineering, and Travel as required. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with one source, Harris Corporation, Van Nuys, CA, under the authority of FAR 6.301-1. This effort is being sole source in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the system for Award Management (SAM). All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
