- Statement of Work This Request of Information and Sources Sought is for Planning Purposes. The Government does not intend to award a contract on the basis of the sources sought notice or to otherwise pay for the information solicited. Your response to this Request for Information (RFI) will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Government requests capability statements from all interested businesses who qualify under North American Industry Classification System (NAICS) code 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The capability statements shall address the company capabilities to provide Operational Support and Maintenance Services of the Western Great Lakes Water Level Stations for the National Oceanic Atmospheric Administration (NOAA), Center for Operational Oceanographic Products and Services (CO-OPS), Field Operations Division (FOD), located at 672 Independence Parkway, Chesapeake, VA 23320. The interested Contractor response should include the following information: a.Company Name & Address b.DUNS Number c.Company's Size & Socio-Economic Status under NAICS code 811219 (with a size standard of $20.5 million) d.Company Point of Contact e.Clear demonstration of capabilities for meeting the requirements listed below: i. Operation and knowledge of Observing System Components, similar to those listed in the referenced Statement of Work. ii.Water Level Measurement Station Semi-Annual Inspection iii.Unscheduled Repair to observing system issues iv.Major Maintenance to include potential: repair of damaged water level pipes, replacement of MET Towers, replacement of roofs and doors, multiple repairs required after storm damage, seasonal gauge work or leveling services. This information will be used to help determine if a set-aside is appropriate for this requirement. The drafted Statement of Work (SOW) is in included for additional details on the upcoming requirement. Responses to this RFI are due no later than 11:00 A.M. Eastern Standard Time, Wednesday, November 23, 2016. Responses shall be sent via e-mail in to jennifer.peters@noaa.gov. The electronic copy of your response must be in ".pdf format" and readable by the Adobe Acrobat Reader. Questions pertaining to this notice may be emailed to jennifer.peters@noaa.gov or to shavonda.jamison@noaa.gov NOTE: This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items or services contained in this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. The Government will not reimburse Contractors for any expenses associated with responses to this RFI, though the Government sincerely appreciates Contractor's efforts and input. No federal funds have been implemented to fund any initiative discussed in this RFI. In submitting a response, you are solely responsible and accountable for all of the expenses associated with your response.
