Page 6 of 6 COMBINED SYNOPSIS/SOLICITATIONS SECURITY GUARD SERVICES AT THE ALBANY VA MEDICAL CENTER (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items and 13.5- Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through fedbizopps.gov on RFQ reference number VA242-17-Q-0071. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88-1. (iv) This procurement is being issued as a total service disabled veteran owned small business set aside. The North American Industry Classification System (NAICS) code is 561612, Security Guard and Patrol Services, with a small business size standard of $20.5 Million. (v) The Contractor shall provide pricing to provide Security Guard Patrol Services for a base and two option year periods. See table below for timeframe of option periods: ANNUAL TOTAL PRICING FOR SECURITY GUARD SERVICE AGREEMENT Line Item DESCRIPTION QUANTITY UNIT UNIT PRICE TOTAL PRICE 001. BASE PERIOD: The contractor shall provide pricing for management, supervision, personnel, back-up staff replacement staffing, equipment and supplies necessary to provide unarmed, uniformed guard services as described in the Statement of Work, Section 3. (2)SECURITY GUARD I, (1) SECURITY GUARD II, (1) SECURITY SUPERVISOR ALBANY VAMC (02/01/2017 TO 01/31/2018). 12 MO 003. OPTION YEAR 1: LABOR (40 hrs/wk) (2)SECURITY GUARD I, (1) SECURITY GUARD II, (1) SECURITY SUPERVISOR ALBANY VAMC (02/01/2018 TO 01/31/2019). 12 MO 004. REQUEST FOR QUOTATION EVALUATION CRITERIA Selection Procedure The Government s selection of an awardee in this acquisition may encompass several steps. However, the Government may initiate action to award a contract at any point after review of the offers. Therefore, each offer should reflect the Offeror s best terms, both from a cost and technical standpoint. Offers As noted above, the Government will evaluate quotes and may award a contract at any point after review of the offers as submitted, without discussions. Therefore, the initial quote should contain the offeror s best terms from a price and technical standpoint. There will be no public opening of the offers. Offerors shall electronically submit quote files, clearly labeled with the Offeror s name, business address, phone, fax and DUNS Number as well as with the solicitation number clearly marked. Each offer will be independently evaluated. Offeror s shall include their completed Representations and Certifications as part of the price quote submission or verify that they have completed in www.sam.gov. Failure to provide all information requested will adversely affect the evaluation of an offer. A quote that merely reiterates or promises to accomplish the requirements of the solicitation will be considered to be less than fully acceptable. The information submitted should be complete and concise, but not overly elaborate. Reliance on promotional brochures, except where specifically required, is discouraged. If information is applicable to more than one evaluation criterion, it must be repeated for each criterion where it is applicable. All commitments made in the quote, if accepted by the Government, will become part of the resultant contract. Offerors that include in their quotation data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall mark the title page with the following legend: This quote includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed in whole or in part for any purpose other than to evaluate this quote. If, however, a contract is awarded to this offeror as a result of or in connection with the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]. (2) Mark each sheet of data the Offeror wishes to restrict with the following legend: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this quote. Electronic Price Quote File The Offeror shall electronically submit its price quote, separate from the technical quote, using the SF 1449 and SF 1449 Continuation page provided (displaying original signatures). SELECTION CRITERIA AND EVALUATION FACTORS: Quotations will be evaluated in regards to the best value to the government on the basis of the below listed evaluation factors and significant sub-factors that establish the Government s requirements of technical acceptability for this solicitation. Evaluation factors and significant sub-factors are as follows: Technical Capability, Past Performance, and Price. A responsibility determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors. EVALUATION FACTOR A: Technical Capability Provide a capabilities statement outlining the company s plan to effectively meet the requirements of the Statement of Work. Demonstrate how full-coverage staffing equivalent to six (6) Full Time Employees for forty (40) hours per week for the duration of the contract shall be provided. Describe the company policies to ensure the employee s physical fitness in order to safely perform the duties of a security guard. EVALUATION FACTOR B: Past Performance Past performance is one indicator of an offeror s ability to perform the contract successfully. The Government will obtain past performance information from the Past Performance Information Retrieval System (PPIRS). Please note that the information submitted in PPIRS is based on previous government contracts. Offerors with no relevant history of past performance will not be evaluated favorably or unfavorably on Past Performance. The Offeror shall demonstrate prior prime contractor (SDVOSB) experience listing only service contracts awarded within the last two years similar in size, scope and complexity to the solicitation service. Include the following information for each service contract listed: 1. Name, Address, Telephone Number, and Fax Number of a customer point of contact (POC) who would have the most detailed information about the Offeror s performance. 2. Location, award date, original completion date, actual completion date, original contract award amount, final contract amount. Include names, addresses and phone numbers of subcontractors used. EVALUATION FACTOR C: Price Evaluated based on the total offer for all Contract Line Items for the base period and all option periods. Offeror to provide pricing as follows: Annual Price for base year, plus Annual Price for each of the four (4) additional option years Total Price for the contract including base year and all option years (x) The provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. * All firms or individuals submitting a quote shall include a completed copy of this provision, OR have current Representations and Certifications in the System for Award Management (SAM - https://www.sam.gov). (xiii) The Service Contract Act of 1965 does apply to this procurement, the applicable wage determination is attached to this combined synopsis/solicitation (xiv) N/A (xv) This is an open-market total service-disabled veteran-owned small business set-aside combined synopsis/solicitation for Security Guard Patrol Services at the Albany VA Medical Center as defined herein.    The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" The Quoter shall list exception(s) and rationale for the exception(s) Submission shall be received not later than 12:00 PM EST, Friday, November 25, 2016. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
