- Sources Sought for PR FD2060-17-00092 (Request for Interested Manufacturers) FROM: Chris Boarman/411 SCMS/GULAB Logistics Manager TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of TH-1H Helicopter Main Rotor Hub Assembly, P/N 204-012-101-101, NSN 1615-01-574-3523 and the Swashplate Assembly, P/N 204-011-400-131 NSN 1615-01-574-3525. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the TH-1H Helicopter Main Rotor Hub Assembly, P/N 204-012-101-101, NSN1615-01-574-3523 and the Swashplate Assembly, P/N 204-011-400-131 NSN 1615-01-574-3525 ITEM DESCRIPTION The Main Rotor Hub Assembly attaches the main rotor blades to the top of the mast. An adjustable drag brace connects the trailing edge of the blades to the hub, providing a means of aligning the blades. The blade grips rotate on the yoke spindles through roller bearings to provide pitch change of the blades. The hub is attached to the mast through a trunnion which provides rotor tilt through pillow block bearings. The Main Rotor Hub Assembly is a Bell Helicopter designated Flight Safety Part, an Aviation Critical Safety Item (CSI), and a Safety Critical Screw Threaded Component (SCSTC). SCSTCs are threaded components which, if they suffer a thread or material related failure in isolation, may result in the loss of aircraft, loss of life, or severe injury. Sources for CSIs must be approved by the cognizant government engineering activity. The Swashplate Assembly is a device for connecting the rotating, mast-mounted, main rotor control linkage to the nonrotating, fuselage-mounted, cyclic and elevator control systems. The swashplate consists of an outer ring rotating on a ball thrust bearing on a nonrotating inner ring, which is mounted to the support through a gimbal ring to allow tilting any direction. The support also has provisions for mounting the collective lever and sleeve. This is a Flight Safety Critical Item. Impediment to Competition: The Acquisition Method Code / Acquisition Method Suffix Code (AMC/AMSC) for this item is 3/R. AMC 3: Acquire for the second or subsequent time directly from the actual manufacturer. AMSC R: The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. Due to the critical nature of these items and since the government does not own the source data and/or technical data required to manufacture these Flight Safety Critical Items, Aviation Critical Safety Item and Safety Critical Screw Threaded Components (SCSTC), the OEM, Bell Helicopter Textron, CAGE Code 97499 shall be the only company considered to perform this task. First article inspection and testing is not recommended to be necessary for item purchased from the OEM, Bell Helicopter Textron. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Bell Helicopter Textron for the manufacture of the TH-1H Helicopter Main Rotor Hub Assembly, P/N 204-012-101-101, NSN1615-01-574-3523 and the Swashplate Assembly, P/N 204-011-400-131, NSN1615-01-574-3525. Other interested parties may identify their interest and capability to respond to the requirement no later than 29 Nov 2016 via email to chris.boarman.1@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
