Description
This is a SOURCES SOUGHT NOTICE for Market Research ONLY NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Particularly, the purpose of this NOTICE is to gain knowledge of potential prime/joint venture/teaming arrangements that would provide for a successful completion of project. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The NAICS Code is 562111 and the size standard is $38.5 million. The General Services Administration, Region 9 is seeking interested sources (contractors) for a near-future solicitation and procurement to perform services which includes, but it not limited to trash removal and recycling services for GSA and its client agencies. The contractor will be required to provide all labor, supervision, materials and equipment to provide dumpster pick-up and delivery, trash removal services as detailed in scope of work, specifications and drawings. The Contractor will determine the proper work methods to accomplish assignments concerned with the removal of trash and separation to the maximum extent possible with all office and building waste that is recyclable. Locations and required services for locations are as follows: TRASH REMOVAL SERVICES AND RELATED SERVICES FOR WEST LOS ANGELES FIELD OFFICE •· Compactor Rental: 11000 Wilshire Blvd. at Fed Bldg. loading dock. Furnish one (1) trash compactor with 35 cubic yard capacity and provide regular maintenance in accordance with manufacturer's recommendations. •· Basic Services for 11000 Wilshire Federal Building: •o Furnish thirty-five (35) cubic yard trash compactor and pick up as needed when indicator shows 80% full (Estimated once (1) a month- 9 tons) •o Furnish one (1) container with three (3) cubic yard capacity and pick up once a week. •o US Post Office Loading Dock - Furnish one (1) container with three (3) cubic yard capacity and pick up five days a week; Monday through Friday. •o Cafeteria Loading Dock - Furnish one (1) container with three (3) cubic yard capacity and pick up three days a week; Monday, Wednesday, and Friday. •· Composting Services: Furnish one (1) compost bin with three (3) cubic yard capacity or equivalent number of smaller containers and pick up three days a week; Monday, Wednesday and Friday or as needed, after 4:00 p.m. •· FBI Garage - Basic Services: Furnish two (2) containers with three (3) cubic yard capacity and pick up two times a week. Vendor also to provide one (1) additional three cubic yard bin for rotation for a total of three bins to be onsite. Two bins to be serviced and one to serve as "overflow". •· Hawthorne Federal Building - Basic Services: Furnish two (2) containers with three (3) cubic yard capacity and pick up one (1st) container daily, Monday through Friday. Pick up one (2nd) container once a week on Monday, except Federal Holidays. •· Composting Services: Furnish one(1) compost bin, when actually ordered, with three (3) cubic yard capacity, or equivalent number of smaller containers and pick up once a week on Friday, except Federal holidays, or as needed after 4:00 p.m. •· Corman Federal Building - Basic Services: Furnish two (2) containers with four (4) cubic yard capacity and pick up three days a week on Monday, Wednesday, and Friday, except Federal holidays. •· Corman Federal Building - Recycling Services: Deliver one 2 cubic yard single-stream recycling container to 6230 Van Nuys, Van Nuys, CA and container to be serviced three times a week. •· 11000 Wilshire Blvd. Federal Building - Recycling Services: Deliver one 3 cubic yard single-stream recycling container and container to be services three times a week. •· Hawthorne Federal Building - Recycling Services: Deliver one 2 cubic yard single-stream recycling container to 15000 Aviation Blvd, Hawthorne, CA and container to be serviced three times a week. TRASH REMOVAL SERVICES AND RELATED SERVICES FOR NORTH LOS ANGELES FIELD OFFICE •· Trash Compactor - Basic Services: Provide and pick up one (1) thirty-five (35) cubic yard compactor as needed when indicator shows 80% full or greater. Estimated pick-up frequency is six pulls and 18 tons per month. •· Composting Services: Furnish two (2) compost bins, with three (3) cubic yard capacity, or equivalent number of smaller containers and pick up daily, Monday through Friday, except Federal holidays, or as needed. •· Trash Disposal: Provide 40 cubic yard roll off container. Estimated pick-up frequency is four pulls and 8 tons per month. TRASH REMOVAL SERVICES AND RELATED SERVICES FOR 312 N. SPRING STREET, LOS ANGELES •· Compactor Rental: Furnish one (1) trash compactor with a 30 cubic yard capacity and provide regular maintenance in accordance with manufacturer's recommendation. •· Basic Service: Provide and pick up thirty cubic yard trash compactor as needed or when indicator shows 80% full. Estimated four pick-ups a month. •· Basic Service for 1340 West Sixth Street: Furnish one (1) three cubic yard dumpster. To be picked up three times a week (Monday, Wednesday, and Friday). •· Recycling Services for 1340 West Sixth Street: Furnish one (1) two cubic yard dumpster for commingled recycling. To be picked up three times a week (Monday, Wednesday and Friday). •· Compactor Rental for 350 West 1 Street: Furnish one (1) trash compactor with a 20 or 25 cubic yard capacity and provide regular maintenance in accordance with manufacturer's recommendation. •· Basic Service for 350 West 1 st Street: Pick up twenty or twenty-five cubic yard trash compactor/open top container as needed or when indicator shows 80% full. Estimated four pick-ups a month. •· Composting Services for 350 West 1st Street: Furnish one (1) three cubic yard green waste (organics) dumpster and pick up three times a week (Monday, Wednesday, Friday). •· Recycling Services for 350 West 1st Street: Furnish one (1) two cubic yard dumpster for commingled recycling and pick up once a week. The term of the contract is one year with four (4) one (1) year option years. The following requests are designed to apprise GSA, of any prospective contractors' capabilities to perform required services. Please provide your response to the following. The submission is limited to 15 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in proposing on the solicitation if and when it is issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4) Offeror's Joint Venture or teaming arrangements information if applicable - existing and potential. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist GSA in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited.
