Description
Draft Performance Work Statement 1. NOTICE: This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which has a corresponding Size standard of $7,500,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The purpose of this effort is to establish a Blanket Purchase Agreement (BPA) for the repair of the electric motors as listed in Appendix B of the attached Performance Work Statement (PWS). The Contractor shall provide all labor, supplies, tooling, equipment, examination, and testing necessary to preform rewinding/reconditioning of electric motors, electric apparatus and assemblies outlined in the attached PWS. Maintenance and repairs shall be on an as-needed basis using certified mechanics experienced in repairing the above mentioned types of motors. The Contractor shall furnish the supplies and services necessary to maintain, repair, and service all electric motors, electric motor apparatus and assemblies listed in Appendix B. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. 3. Technical Questions: 1) Please explain your experience in repairing electric motors as described above. 4. Acquisition Strategy Questions: 1) We intend on using a firm fixed price pricing-arrangement. Do you have any rationale for alternate pricing arrangements? 2) Describe common industry practices regarding blanket purchase agreements for the repair of electric motors. Is it common for multiple frame sizes to be included in one blanket purchase agreement? If so, what form of distinctions would need to be stated? IE. Vertical or horizontal positioning. 3) Describe industry practices surrounding the identification, repair, and/or disposal of motors that are either in, or out of compliance with the Energy Policy Act (EPACT) of 2005. 4) Describe typical industry pricing arrangements. The Government's intention is to create tiers for the types of electric motors to be included on this blanket purchase agreement based on frame size and identifier of the unit. For example, tier I would include reconditioning, tier II would include more complex repairs such as rewinding. What considerations would be required if using a tiered pricing structure? What other factors should be included in for simplified pricing? 5) Describe any clarifications or additional recommendations the government should consider to enhance or further define the requirements within the Performance Work Statement. The Government shall not reimburse the costs of preparing responses to this request for information. The Air Force Sustainment Center (AFSC) Operating Location Hill, Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in November 2017 (1-2 months before wanted to award) timeframe for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including all options is supervision, personnel, equipment, tools, materials, services, transportation, and any other items necessary to repair services for electric motors is January 01, 2017 through December 31, 2021. The successful contractor shall be required to interact with USAF depot level repair shops, supply system, item managers and equipment specialist to get necessary information to assure repairs, supply exchanges and latest maintenance is accomplished. A draft Performance-Based Work Statement is attached. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub-zone, and Women-Owned small business concerns. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service. (4) Include in your submission responses to the questionnaire. Please limit your submissions to ten pages.
