Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number VA261-17-Q-0102 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. (iv) This acquisition is a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside. In order to be eligible for award the vendor must be registered in the VetBiz database. The NAICS code is 561612 and the size standard is $20.5 million. (v) The contract line items are listed in the attached price schedule of the solicitation package. When providing a quote, please provide a fixed rate for each line item. This contract is covered by the Non-Displacement of Qualified Workers clause. A seniority list will be provided to the vendor after award so they can offer the right of first refusal to the existing guards. (vi) The contractor shall provide security guard services for the San Jose Community Based Outpatient Clinic under the VA Palo Alto Health Care System in accordance with the attached Statement of Work. (vii) The contract will be for a base year plus one option year. The period of performance is listed in the Price Schedule and the Statement of Work. (viii) The provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. (ix) The provision 52.212-2, Evaluation Commercial Items, does not apply to this acquisition. Evaluation will be based on price and past performance. A past performance survey is provided under attachment #5. Please provide three to five completed surveys with your quote that are recent (within the past 5 years) and relevant (similar size and magnitude). (x) Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. (xi) The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. (xiii) All additional contract clauses and provisions are attached to this notice. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
