Description
Basis for Award This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a separate written solicitation will not be issued. Solicitation No. W15QKN-17-Q-0009 is issued as a request for quotation (RFQ) and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-61. This requirement has been set-aside for small businesses under NAICS code 811310 with a small business size standard of $7.5 million. The U.S. Army Contracting Command (ACC-NJ), Picatinny Arsenal, NJ intends to award one (1) firm-fixed-price (FFP) purchase order, on a competitive basis, for one (1) Laser Engraver with Rotary Axis, in accordance with the following Statement of Work for: One (1) Laser Engraver with Rotary Axis 1. Mission 2. Applicable Documents 3. Requirements 4. Installation and Training 5. Deliverables 6. General Information 1. Mission - Ensure the safe return of tools that are on loan or were misplaced that are essential to Medium Caliber Weapon system assembly and maintenance by positively identifying these tools as property of the Medium Caliber Weapons Branch, Picatinny Arsenal, NJ. Accomplishing this mission will include the purchase, installation, and training of the following: 1.1. One (1) TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. 2. Applicable Documents - N/A 3. Requirements 3.1. The Contractor shall deliver one (1) TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal, that meets the following technical and performance requirements: 3.1.1. 20 Watt, Safety Class 1, Ytterbium Fiber, 1062 nm Wavelength, Air Cooling Laser 3.1.2. Fully enclosed workspace 3.1.3. Rotary attachment for marking cylindrical items 3.1.4. Minimum acceptable part width of 24" (609 mm) 3.1.5. Power focal height adjustment 3.1.6. Onboard processor with touchscreen interface for direct data input 3.1.7. Air-Cooled, Maintenance Free Design for Industrial Applications 3.1.8. Advanced MOPA Fiber Laser Engine from 10 to 50W with Selectable Pulse Durations 3.1.9. Front Sliding Part Loading Door with 180° Side Access 3.1.10. Power Focal Height Adjustment with Focus Finder Tool 3.1.11. Heavy Duty Membrane Operator Pendant and T-Slot Work Surface 3.1.12. Onboard Processor with 10" Touch Screen Interface 3.1.13. Rear Access Panel with Ethernet, USB, Keyboard, Mouse and Secondary Monitor Hookup 3.1.14. Auto Mode with Automatic Marking Start Upon Door Closure 3.1.15. Marks all Metals, Carbide, Painted/Anodized Materials & Most Plastics 3.1.16. Standard Marking Field 160S (100mm x 100mm) 4. Installation and Training 4.1. Installation - The Contractor shall provide all labor, material and supplies necessary to deliver, unload, install, connect and power-up the machine. 4.1.1. The Contractor shall provide all materials necessary to connect the machine to main power. 4.1.2. The Contractor shall install the machine in such a manner that worker posture demands, worker task demands, and functional reach distances comply with Human Factors Engineering guidance as per the design criteria from MIL-STD-1472G, commercial Human Factors guidelines, ANSI publications, or OSHA publications. The device shall also meet the requirements of 21 CFR Part 1040; "Performance Standards for Light Emitting Products". 4.1.3. Installation/Operation/Maintenance, and Inspection/Testing of the device performed on Picatinny Arsenal shall be in compliance with ARDEC Regulation 385-10; "The ARDEC Safety Program", and ARDEC Regulation 385-24; "Non-Ionizing Radiation Safety Program". 4.1.4. Installation Location 4.1.4.1. The government will provide access to 110 VAC, 50/60 Hz input power for the installation of one (1) TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. at the following location: US Army ARDEC Medium Caliber Weapons Branch Bldg. 323 Picatinny Arsenal, NJ 07806 4.2. Training - The contractor shall provide training to Medium Caliber Weapons Branch's Engineering Technicians for each machine being delivered and installed. Length of training shall be a minimum of 4 hours for the TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. 4.2.1. The contractor shall develop training and deliver the training to the Picatinny Arsenal workforce that will, operate, maintain, and inspect/test the TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. The contractor should use MIL-HDBK-29612-2A - Department of Defense Handbook, Instructional Systems Development/Systems Approach to Training and Education (Part 2 of 5 Parts), 31 August 2001 as guidance for the development of training instruction (e.g., materials and a briefing), training criteria (e.g., desired learning outcomes and performance goals), and evaluation methods and metrics to verify training effectiveness in accordance with criteria (e.g., performance measurements such as number of tasks correctly completed within a prescribed time). 4.2.2. Training Location 4.2.2.1. Training for the TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equivalent will be conducted at the following location: US Army ARDEC Medium Caliber Weapons Branch Bldg. 323 Picatinny Arsenal, NJ 07806 5. Deliverables - The contractor shall provide the following machines and documentation in commercial packaging: 5.1. One (1) TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. 5.2. One set of operation, programming and maintenance manuals with each machine. 5.3. The contractor shall provide a Certificate of Compliance (DI-MISC-81356A) with the delivery of each piece of equipment. 6. General Information 6.1. Delivery Location 6.1.1. One (1) TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. Attn: Matt Masino and Cliff Jackson US Army ARDEC Medium Caliber Weapons Branch Bldg. 323 Picatinny Arsenal, NJ 07806 6.2. Contract Information: This is a Firm Fixed Price Contract. 6.2.1. One (1) TYKMA Zetalase SE20 Laser Engraver with SR380 Full Size Rotary Axis, brand name or equal. Period of performance shall be 8 weeks from date of contract award. The following Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) provisions/clauses are applicable and are incorporated by reference: FAR: 52.204-7, 52.204-13, 52.204-18, 52.212-1 (addenda below), 52.212-3, 52.212-4, and 52.246-2. FAR 52.212-5 applies along with the following additional clauses under FAR 52.212-5: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.222- 50, 52.225-13, 52.232-33, 52.233-3, 52.233-4, 52.247-34 and DFARS: 252.203-7002, 252.204-7002, 252.212-7000, 52.215-4005, 252.212-7001, 252-232-7006, 252.236-7006, and 252.232-7010. The following additional DFARS clauses under 252.212-7001 also apply to this acquisition; 252.203- 7000, 252.225-7036, 252.232-7003 and 252.247-7023 Alt III. The offerors quote shall be labeled in a consistent manner with this document. All references to the Statement of Work (SOW) shall be clearly labeled with the appropriate SOW paragraph. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. The burden of proving acceptability remains with the offerors. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). The Government will not assume offerors possess any capability, understanding, or commitment not specified in the quote. All inquiries/questions concerning this procurement, either technical or contractual, must be submitted via email to the Contracting Office, phone call inquiries will NOT be accepted. No direct discussion between the technical representative and a prospective offeror will be conducted. Basis for Award The Government plans to award a single firm-fixed-price (FFP) purchase order as a result of this Request for Quotation (RFQ). The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable (LPTA) evaluation approach. Selection of a quote for award will be based on an evaluation of quotes in the areas of Technical and Price with award being made to the quoter whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. 2. Areas to be Evaluated: (1) Technical (2) Price 3.Evaluation Approach Careful, complete, and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below. (1) Technical: The technical portion of the quote will be rated acceptable or unacceptable based on assessment of the stated minimum requirements below. These items are deemed critical to meet the Government's requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. The following adjectival rating will be utilized in the evaluation of Technical: RATING DESCRIPTION Acceptable: Proposal clearly meets the minimum requirements of the solicitation Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation In order for a quote to be deemed acceptable it must meet the following minimum criteria: 1.1 The Contractor shall deliver one (1) Zetalase (ZSE20) industrial laser marking and engraving system, brand name or equal, that meets the following minimum Technical Performance Requirements: 1.1.1 20 Watt, Safety Class 1, Ytterbium Fiber, 1062 nm Wavelength, Air Cooling Laser 1.1.2 Fully enclosed workspace 1.1.3 Rotary attachment for marking cylindrical items 1.1.4 Minimum acceptable part width of 24" (609 mm) 1.1.5 Power focal height adjustment 1.1.6 Onboard processor with touchscreen interface for direct data input 1.1.7 Air-Cooled, Maintenance Free Design for Industrial Applications 1.1.8 Advanced MOPA Fiber Laser Engine from 10 to 50W with Selectable Pulse Durations 1.1.9 Front Sliding Part Loading Door with 180° Side Access 1.1.10 Power Focal Height Adjustment with Focus Finder Tool 1.1.11 Heavy Duty Membrane Operator Pendant and T-Slot Work Surface 1.1.12 Onboard Processor with 10" Touch Screen Interface 1.1.13 Rear Access Panel with Ethernet, USB, Keyboard, Mouse and Secondary Monitor Hookup 1.1.14 Auto Mode with Automatic Marking Start Upon Door Closure 1.1.15 Marks all Metals, Carbide, Painted/Anodized Materials & Most Plastics 1.1.16 Standard Marking Field 160S (100mm x 100mm) 1.2 Installation and Acceptance 1.2.1 Delivery and installation for all components of this effort are to be delivered to the Government specified location, Building 323, High bay, Picatinny Arsenal, NJ 07806-5000. 1.2.2 Appropriate electrical feeds will be available at the points of operations. 1.2.3 Acceptance of Zetalase industrial laser marking and engraving system, brand name or equal, will be contingent upon proof of operation 1.3 Training 1.3.1 The contractor shall provide operator training to a minimum of three (3) ARDEC personnel. 1.3.2 The contractor shall provide training materials and training criteria (e.g., desired learning outcomes and performance goals) to verify training effectiveness. The government will review the training materials and criteria for content and clarity before the training. 1.4 Deliverables The contractor shall provide the following machines and documentation: 1.4.1 One (1) Zetalase (ZSE20) industrial laser marking and engraving system, brand name or equal. 1.4.2 One (1) SR380 Full size rotary axis, brand name or equal. 1.4.3 One (1) set of operation manuals (2) Price: The quoted price will be evaluated to determine whether or not it's fair and reasonable in accordance with FAR 15.404(a)(2). Please complete provision 52.212-3, Offeror Representations and Certifications- Commercial Items; OR indicate that your company's representation's and certifications are current and available via Sam.gov.
