SYNOPSIS: THIS IS A REQUEST FOR INFORMATION ONLY (RFI). Respondents are invited to provide comments on the content of this request to ensure that, in the event the Government chooses to issue a formal solicitation, every effort will have been made to adequately address the scientific and technical challenges described below. As such, responses to this request must be available for unrestricted public distribution. Neither proprietary nor classified concepts nor information should be included in the responses. The following regulatory guidance applies to this RFI: FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of determining the availability and demographic of vendors available to provide elevator maintenance, repairs, and improvement/upgrade services at Northwest Fisheries Science Center, NOAA.. (End of provision) 1.0 Background. The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce, is a Federal Agency. NWFSC is located at 2725 Montlake Boulevard East, Seattle, WA, 98112. Table-1 provides a listing of five elevator systems at NWFSC. Table 1 – Listing of NWFSC Elevators # Building Maker Capacity (lbs.) 1 East Hydro-Western 5,000 2 East Chenny Lift 450 3 Center National Wheel-O-Vator 550 4 West Traction OTIS 1,800 5 South Hydro VMI 2,500 2.0 Objectives. The intention of this Statement of Work (SOW) is to obtain elevator maintenance, repairs, and improvement/upgrade services at Northwest Fisheries Science Center by means of a firm fixed-price contract. 3.0 Requirements. The contractor shall provide all labor and materials to perform the following tasks: 3.1 Task 1 – Recurring Regular Preventive Maintenance Services. The contractor shall provide all required services for elevator systems listed in Table-1. 3.1.1 The contractor shall furnish all skilled and trained personnel, transportation, equipment, materials, tools, supplies, supervision, and management required to perform the inspections, testing, maintenance, repair, and component replacement as required to ensure proper operation of elevator systems in accordance with the manufacturer's original specifications and under industry standard requirements. Specifically, the contractor shall regularly and systematically examine, adjust, lubricate, and if conditions warrant repair or replace the following but not limited to: 3.1.1.1 Pump Unit : including pump, V-belts, strainers, silencers, springs and gaskets. 3.1.1.2 Jack Unit : guide bearing, packing and packing gland. 3.1.1.3 Controller : including relays, starters, resistors, contacts, coils, leads, transformers, fuses, timing devices and solid state components. 3.1.1.4 Valves : including relief valve, pilot, lowering, leveling and checking valves; or any of the parts thereof. 3.1.1.5 Dispatching Equipment : including relays, resistors, starters, contacts, coils, leads, fuses, transformers, timing devices, and solid state components. 3.1.1.6 Selector : including electrical or mechanical drive components, cams, starters contacts, relays, resistors, leads, transformers and solid state components. 3.1.1.7 Car : including power door operator, door protective devices, car door hangers, car door contact, load weighing equipment, car safety devices, car guide shoes, and subflooring. 3.1.1.8 Hoistway : including deflector sheave, secondary sheaves, buffers, governor tension assemblies, limit switches, compensating sheave assemblies, compensating chain or cables, traveling cables, hoistway and machine room wiring, hoistway door interlocks, hoistway door hangers and gibs and auxiliary closer. 3.1.1.9 Accessory Equipment : including any and all accessory elevator equipment installed prior to commencement of this contract. 3.1.1.10 Fixtures : car and hall button stations, master indicator control panels, all signal fixtures including contacts, buttons, key switches and locks. Lamps and sockets will be replaced during regular examinations only. 3.1.1.11 Furnish lubricants : compounded to specifications and selected to give the best performance. 3.1.1.12 Furnish and maintain hydraulic fluid at proper operating level. 3.1.1.13 Exclusion. If applicable and for clarification purposes, the contractor may provide a list of exclusion on items/components that will not be provided or serviced under this contract. 3.1.2 All scheduled preventive maintenance, inspection, and testing services are to be performed on an established schedule as required by the City of Seattle and State of Washington. It shall include the Cat 1 testing for all elevators. 3.1.3 Immediately after award, the contractor shall perform the required annual Cat 1 testing for all elevators. Additionally, the contractor shall perform the Cat 5 testing on the Traction OTIS elevator in the West Building. 3.1.4 The contractor shall provide a City of Seattle approved Maintenance Control Program (MCP) and complete all tasking and testing requirements required by the City. This requirement includes quarterly fire service testing and Cat 1 testing. The Cat 5 shall be excluded from this requirement. 3.1.5 The contractor shall have a 24-hours-a-day-7-days-a-week emergency service capability. The contractor shall provide the Point-of-Contact (POC) information and phone number to the Contracting Officer prior to award. 3.1.6 The contractor shall comply with all applicable State of Washington, King County, and City of Seattle regulations on all maintenance services, inspections, testing, and repairs on elevator systems. 3.1.7 The contractor shall maintain a site data log of work performed on site per-visit. This will include what work was performed, equipment or devices installed, time on site, etc. Additionally, the contract shall provide a copy of all completed checklists or work reports to the on-site government representative at the completion of each task. 3.1.8 The contractor shall assist the government in resolving any issues identified by the City of Seattle Elevator Inspection program or any regulatory agencies. 3.2 Task 2 – East Building Hydro-Western Elevator Hydraulic Oil Tank Cooler. The contractor shall install an oil cooler in the hydraulic system to bring the temperature of the hydraulic fluid in the East Building Elevator into the operating temperature range. 3.2.1 Provide mount (sized to fit) and install oil tank cooler outside of the hydraulic oil tank. 3.2.2 The tank cooler shall be capable of removing 17,500 BTU at 40 o F temperature delta. The normal room ambient temperature where the hydraulic oil reservoir tank is located ranges from 65 o F to 75 o F. 3.2.3 NWFSC will provide a dedicated 110VAC 20 Amp lockable disconnect power source at Machine Room Wall. 3.2.4 Verify proper operation of the hydraulic oil tank cooler. 3.2.5 This task is a one-time non-recurrent installation event. 3.3 Task 3 - East Building Hydro-Western Elevator Uninterrupted Power Supply (UPS) Batteries. 3.3.1 The contractor shall replace the existing failed UPS Battery with new in-kind or equivalent unit. 3.3.2 This task is a one-time non-recurrent installation event. 3.4 Task 4 - West Building Traction OTIS Elevator 5-Year Testing. 3.4.1 The contractor shall perform the Cat 5 testing on the West Building Traction OTIS Elevator. The contractor shall deliver and pick up all weights used for testing. 3.4.2 The contractor shall provide test tags and update the MCP Category 5 documents. 3.4.3 Verify proper operation of the hydraulic oil tank cooler. 3.4.4 This task is a one-time non-recurrent installation event. 3.5 Task 5 - Option Year 1. Recurring Regular Preventive Maintenance Services. The contractor shall provide all required services for elevator systems as described in Task 1 of this Statement of Work. 3.6 Task 6 - Option Year 2. Recurring Regular Preventive Maintenance Services. The contractor shall provide all required services for elevator systems as described in Task 1 of this Statement of Work. 3.7 Task 7 - Option Year 3. Recurring Regular Preventive Maintenance Services. The contractor shall provide all required services for elevator systems as described in Task 1 of this Statement of Work. 3.8 Task 8 - Option Year 4. Recurring Regular Preventive Maintenance Services. The contractor shall provide all required services for elevator systems as described in Task 1 of this Statement of Work. 4.0 Environmental Protection. The vendor shall comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution prevention control and waste disposal. 5.0 Safety Requirements. The vendor shall ensure that it is in compliance with all City of Seattle, State of Washington, and federal safety regulations. The contractor is responsible for supplying safety equipment to its personnel. Safety items include but are not limited to eye protection, hearing protection, gloves, etc. 6.0 Special Requirements. The Northwest Fisheries Science Center executes the Right to Know rule. All vendors are required to review the content of the facility asbestos survey book and sign-in once this requirement has been met. 7.0 Point of Contact. The NWFSC point of contact (POC) will be the Supervisory Facility Operation Specialist. The POC’s information will be provided at the time of award. The POC will handle questions, reviews, provide acceptance of submitted services, be responsible for task coordination and acknowledgment of the hours, and performance of the contractor. 8.0 Period of Performance. The period of performance for the base contract is 1 year from date of award. 8.1 Option Periods: This request includes 4 option periods for Task 1. 8.1.1 Option Period 1: 1 year from expiration of base period. 8.1.2 Option Period 2: 1 year from expiration of option period 1 8.1.3 Option Period 3: 1 year from expiration of option period 2 8.1.4 Option Period 4: 1 year from expiration of option period 3 8.2 Working Hours. Work hours are during facility working hours from 7:00am to 5:00pm Monday through Friday excluding legal Federal Holidays. Contractors will perform duties on site only in the presence of a federal employee or representative designated by the NWFSC Facilities Supervisor. 8.3 Emergency. In the event of emergency response, the NWFSC’s POC or authorized staff member will contact the vendor and be on-site to provide the vendor access to the building and supervise operations after hours. All after-hour service will be coordinated through the POC or assigned authorized staff. 9.0 Deliverables. Inspection of work shall be performed by the POC and Contractor. Any corrective action required as a result of the inspection shall be accomplished prior to final billing. However, the POC may at any time request correction or improvement. The Contractor may be notified of deficiencies in performance orally or in writing. Oral deficiency notifications will be confirmed in writing. Prompt corrective action shall be taken by the contractor upon notice of deficiency. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Interested firms should submit in writing, (1) its name, address, a point of contact, telephone number, Data Universal Numbering System (DUNS) number, and a brief narrative regarding its capability to provide the services as described above; (2) provide at least 3 examples of current and/or recently completed projects of the same or similar type of service described above. Include projects within the past 3-5 years, a brief description of the project, customer name, customer contact point and telephone number, timeliness of performance, customer satisfaction, and dollar value of the project; (3) State if your company is a Small Disadvantaged Business, Hub Zone Small Business, or Service-Disabled Veteran Owned Small Business and provide proof of Small Business Administration (SBA) HubZone certification; (4) Indicate whether your firm will submit a proposal for this project, if this project is set-aside for HubZone Small Business,or Service-Disabled Veteran-Owned Small Business; (5) Indicate all applicable personnel and sub-contractors proposed to work on the contract. Firms submitting responses shall provide information that proves you can meet the qualification criteria listed above. The capabilities will be evaluated solely for the purpose of determining if a Set-Aside is appropriate. The Government must ensure there is adequate competition among the potential pool of firms which can operate in the areas of consideration as specified above.
