SOLICITATION N00164-17-T-0004- SOLE SOURCE - HENKEL HYSOL TWO PART EPOXY - FSC 8040 - NAICS 325520 Anticipated Issue Date: 14 NOVEMBER 2016 - Anticipated Closing Date: 23 NOVEMBER 2016 - 2:00 PM EDT The Naval Surface Warfare Center Crane (NSWC Crane) has a requirement for Henkel Hysol brand two part epoxy (EE4183 Resin & HD3561 Hardener). These epoxy kits are the only two part epoxy materials qualified to meet the requirements of NAVSEA Drawings 53711-7521284 and 53711-6556691-1 as required to support fabrication of the TR-343 Transducer and the AN/SQS-56 Stave Cable respectively. A solicitation will be issued pursuant to the procedures in FAR Part 13 for an anticipated Firm-Fixed-Price (FFP) contract. The delivery terms are F.O.B. Destination, Inspection and Acceptance shall be at NSWC Crane. The following items will be procured: 0001 - 450 Gallons, Hysol EE4183 Resin; First delivery of 25 gallons will be delivered two months after contract award. Remaining kits will be delivered in 25 gallon increments every two months thereafter. Each gallon delivered must have a 50% minimum shelf life remaining upon receipt of material at NSWC Crane. 0002 - 90 Gallons, Hysol HD3561 Hardener. First delivery of 5 gallons will be delivered two months after contract award. Remaining kits will be delivered in 5 gallon increments every two months thereafter. Each gallon delivered must have a 50% minimum shelf life remaining upon receipt of material at NSWC Crane. The Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a contract based upon restricted competition to the OEM Henkel, Inc. 825 Cedar Springs Rd Salisbury, NC 28147 or any authorized distributers. This effort restricts competition to a Brand Name Only requirement in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition to the brand name only Hysol epoxy is to avoid roughly $130,000 in cost duplication and prevent as much as five months unnecessary schedule impact for another epoxy to successfully complete the physical, electrical testing as identified by NAVSEA drawings as well as complete a subset of the environmental, shock and vibration testing required by Critical Item Production Fabrication Specifications. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government to limit competition on this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contractor must be registered in the System for Award Management (SAM). The solicitation will be available for download. Offers must be submitted in the format specified within the solicitation to be considered. It is the responsibility of the Offerors to request a copy of the solicitation and to submit offers to the POC at NSWC Crane to be considered.
