- RFI: W911QY-17-TECAN TITLE: Tecan Maintenance Services NOTICE TYPE: Sources Sought CLASSIFICATION CODE: J - Maintenance, Repair, and Rebuilding of Equipment NAICS CODE: 811219 SYNOPSIS THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY BUSINESSES, ESPECIALLY SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB), AND WOMEN-OWNED SMALL BUSINESS (WOSB) CONCERNS CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The applicable NAICS Code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance (size standard $20.5M). Your responses to the information requested will assist the Government in determining the appropriate acquisition strategy for establishing a Tecan Freedom EVO 100 (TFE100) Maintenance Contract. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. REQUIREMENT The US Army Natick Soldier Research, Development, and Engineering Center (NSRDEC) has a potential need to establish a maintenance and service contract for a TFE100 automated work station utilized by its Biological Sciences and Technology Team. The TFE100 is a completely automated workstation that enables the researcher to conduct a complex and multivariable experiment without interacting with the instrument. Specific requirements of this service include: (1) Administer all necessary software updates and firmware updates as needed to keep the system running properly; (2) Administer preventive maintenance; (3) Be trained, certified, and credentialed by Tecan to work on the TFE100 model at NSRDEC; (4) Update the firmware and all other elements of the operating system that require updates. Contractor Qualifications and Experience: (1) The Contractor shall have expertise in servicing TFE systems as well as the ability to troubleshoot situations on the fly; (2) It is essential the Contractor have an understanding of the TFE100 hardware and software operating systems and is certified and credentialed by Tecan to conduct work on the TFE100; (3) No refurbished or recycled parts will be accepted by the Government; (4) The Contractor shall have demonstrated experience and understanding of all Tecan systems in use at NSRDEC and how they operate; (5) The Contractor shall be comfortable working with and administering all the necessary service adjustments on the TFE and be able to address primary concerns of the research staff; (6) The Contractor shall be certified by Tecan for such maintenance service repair services. Documents shall be no more than 3 pages total, electronic in Microsoft Word, Excel, Power Point, and/or Adobe Portable Document Format (PDF) and provided as attachments to the email. No telephone responses to this RFI will be considered. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please provide information on your organization (not counted towards page limitations shown above): 1. If applicable, GSA schedule information. 5. All assumptions, including any assumed Government support. THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. This sources sought is for information and planning purposes only and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP) and is not to be taken as a future commitment by the US Government to issue a solicitation. It is a market research tool being used to determine the availability and adequacy of potential business/small business sources prior to final determination of the method of acquisition, if any. The US Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a vendor not being considered as an interested party. All service-disabled veteran owned small businesses, certified HUBZone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether a set-aside acquisition (if any) in lieu of full and open competition is in the Government's best interest.
