- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the design, development, integration, test, and delivery of the Inter Subsystem Monitoring Tool (ISMT) and On-Board Team Trainer Master Controller (OBTT-MC) applications. ISMT and OBTT will be hosted by the Common Infrastructure Services (CIS) subsystem within the Submarine Warfare Federated Tactical System (SWFTS) and are intended to support efforts for the following Technology Insertion (TI) and Advanced Processing Build (APB) development cycles: TI-18/APB17, TI-18/APB19, TI-20/APB19, TI-20/APB21, and TI-22/APB21. The OBTT application provides end-to-end integrated sensor and combat system operator training through simulated navigation, mathematical modeling of ownship parameters and maneuvering capabilities, and creation of simulated threat and non-threat contact elements. ISMT is responsible for monitoring all SWFTS Systems of Systems (SOS) interfaces, services, and network health. ISMT alerts operators when a fault or failure has occurred and provides recovery support to the sailor. ISMT also provides access to the SWFTS network backbone (i-Net). The top level requirements for OBTT-MC and ISMT are part of the CIS Performance Specification. The Government intends to award a single contract for this effort and anticipates solicitation release in November of Calendar year 2016. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are two (2) or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2). This procurement will be conducted using small business set aside competition in accordance with FAR Subpart 6.203. NOTE: This is a pre-solicitation notice intended to provide potential offerors with a summary of the subject procurement. This notice is for information only, is subject to modification and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and interested parties must comply with that announcement.
