Description
REQUEST FOR INFORMATION-FOR THE ACQUISITION OF A ELECTROSTATIC DISCHARGE (ESD) RAISED FLOORING SYSTEM BACKGROUND AND BASIC REQUIREMENTS The US Army Communications Electronics Command, Tobyhanna Army Depot (TYAD) is planning for a possible requirement of Electrostatic Discharge (ESD) raised flooring system for re-configurations and adjustments due to potential future workload. Information contained in this RFI is the result of preliminary research on existing depot resources on hand business intelligence capabilities and is, therefore, potentially subject to modification and is in no way binding on the Government. There is no guarantee that any submission in response to this RFI will result in a Government program. This RFI is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. If the Government develops a program that addresses any submitted or similar topic, the resulting procurement will address technology and business specific requirements as defined by the Government to achieve the required objectives. Any projects developed from the RFI responses may be the subject of a subsequent acquisition, and any such subsequent acquisition will be publicized accordingly. Responders to this RFI will have no competitive advantage in receiving any awards related to the submitted topic area. Companies responding to this RFI are advised a response does not ensure participation in a future solicitation or contract award. The Government will not reimburse participants for any expense associated with participation in this RFI. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of submission of responses to this RFI and the Government's use of such information. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted, as part of responses to the RFI, should be clearly identified as COMMERCIAL IN-CONFIDENCE and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted by industry respondents', best practices, industry environment, and other subjects relevant to this RFI. This RFI is for market research planning purposes only and there is no intention to acquire any products or services, or award any contract, based on this RFI. GENERAL REQUIREMENTS Responders are requested to provide a complete written response addressing interest and capability on the following criteria: 1. Indicate Responder's capability to provide an approved equal to Kingspan ASM H-D access flooring to include the following specifications. Indicate Responder's capability to provide FS 500 series high strength welded steel cement filled 24" X 24" floor panel rated for a uniform load of 700 pounds per square foot, ultimate load of 7000 pounds per foot and concentrated loads of 2500 pounds per foot. Indicate Responder's capability provide calibration certification to this equipment that is traceable to the National Institute of Standards and Technology (NIST). Indicate Responder's capability to provide panels that shall be provided with ESD static dissipative vinyl plastic tiles. Indicate Responder's capability to provide panels that shall also be provided with "PDG" brass grounding clips to allow for a finished ESD static dissipative resistance of 106 ohms to 109 ohms point to ground and point to point. Static decay shall be 5000 to 0 volts in < 0.2 seconds. To properly dissipate buildup of ESD, provide a bare #12 ground every 1000 square feet of access floor (or as recommended by manufacture) and terminate on ground bus bar. Indicate Responder's capability to provide factory or field cutouts (contractor option) in panels for floor boxes. Indicate Responder's capability to provide panels that shall be supported by a 24" x 24" rigid bolted grid system of stringers and low profile adjustable pedestals. Height of finished floor shall be approximately 3" and adjusted as required to meet varying slab conditions. Stingers shall be solid tube construction and provided with solid vinyl gaskets for noise reduction and fit and fastened together utilizing ¼-20 mechanical fasteners. Pedestals shall be adjustable to achieve the design intent of approximately 3" floor height. Stringers and pedestals shall be hot dipped galvanized after fabrication. Indicate Responder's capability to provide the follow items for future "stock': 24 ea - 24" x 24" panels with floor box cut out 24 ea - 24" x 24" panels 48 ea - adjustable pedestals and base assemblies 48 ea - 24" stringers and fasteners 2. Please identify any current General Services Administration (GSA) contract schedules that contain the equipment. 3. Respondents should indicate best industry practices that can be applied to the statements above. 4. A Budgetary Cost Estimate by respondents is requested with response to this RFI. 5.
