Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Saginaw, MI. An Invitation for Bid will be issued on this Federal Business Opportunities (www.fbo.gov) website on or about December 1, 2016 for construction project no. 655-13-113 entitled "Nurse Call System" at the Aleda E. Lutz Medical Center, 1500 Weiss Street, Saginaw, MI 48602. This announcement is a 100% total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: This project is located at the Aleda E. Lutz Medical Center, 1500 Weiss Street, Saginaw, MI 48602. Contractor shall furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications to complete the Nurse Call System Project at the Aleda E. Lutz Medical Center, 1500 Weiss Street, Saginaw, MI 48602. The Aleda E. Lutz VA Medical Center (Saginaw VAMC) is requesting a Nurse Call System and Hospital Facilities and Clinical Alarm, Alert, and Notification Event Management System with integrated team secure messaging with secondary redundant backup to provide real-time communication of defined events. The Saginaw VAMC seeks a solution that intelligently connects disparate systems in a hospital environment (medical and facility) to deliver messages, notifications, and alerts to end user in a variety of formats. The system must capture, filter, and aggregate the data from these systems to deliver context-aware information that the staff can interact with. The system must have a dynamic data structure that pinpoints the data relevant to the given context by parsing incoming information and take the parsed data into organized datasets that are linked together. The data linking is crucial for managing the information and identification of data related to a dataset. The system must retrieve additional relevant related data and build a robust notification that delivers needed information to the appropriate staff device or display. The system must work with data from the disparate systems. This Facilities and Clinical Alarm, Alert, and Notification Event Management system will recognize information is only as relevant as the context within which it is delivered and create context-aware notifications. The system will manage alarms generated by nurse call, patient monitoring, STAT order, BMS, Telemetry, Code, EMS and Accutech Patient wandering system. Period of Performance: 365 calendar days after receipt of the Notice to Proceed. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction and size standard $36.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $2,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via FBO. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge only from the FBO website on or about December 1, 2016, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. FBO is the only website where official bid documents will be made available. All interested bidders (prime contractors & subcontractors) should register at FBO so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the FBO website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS4212 report at http://www.dol.gov/vets/vets-100.html (if applicable).
