- In preparation for a larger effort the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ on behalf of the US Coast Guard intends to award fixed price contract, on a sole source basis, with Leonardo-Finmeccanica, Roma, Italy. The contract period of performance is estimated to be four months. The place of performance is the contractor's facility in Turin, Italy. The Naval Air Warfare Center Aircraft Division (NAWCAD) has been tasked by the United States Coast Guard (USCG) to missionize the C-27J Spartan aircraft with nineteen (19) different sub-systems that include a Multi-Mode RADAR, Electro-Optical Infra-Red (EO/IR) High Definition turret, several other sensors (i.e. Direction Finding AIS) and communications equipment. This Mission Suite (MS) will be integrated by the United States Navy maritime mission processor capability, Minotaur, providing the USCG with their 3 rd generation maritime patrol capability. This requirement is to procure initial engineering services to modify, integrate prototype/install and test the HC-27J MS into the C-27J aircraft. It includes engineering services to support the NAWCAD-Aircraft Prototyping Division (APSD) in prototyping four (4) of fourteen (14) aircraft and verify the performance of the aircraft through flight testing. The services will require the use of the OEMs engineering analytical modeling, analysis, integration, installation and testing capability. Government analysis of market research and the responses to RFI N68335-16-R-0223 concluded that only Leonardo-Finmeccanica possesses the data, capabilities and resources necessary to execute all of the tasks to meet the USCG requirements. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must include the company name, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
