Description
THIS IS A SOURCES SOUGHT SYNOPSIS. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone Small Business, Service Disabled Veteran-Owned Small Business, Women-Owned Small Business, and Small Business offerors for a firm fixed price Munitions Response Contract. The Naval Facilities Engineering Command, Marianas will use responses to this sources sought synopsis to make appropriate acquisition decisions for the planned firm fixed price indefinite delivery indefinite quantity (IDIQ) contract with schedules of pre-priced contract line items. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FedBizOpps) if the Government intends to continue with the procurement. The general scope of work requires a wide range of services for performing munitions response, subsurface surveys and incidental environmental remediation at sites which potentially contain munitions and explosives of concern (MEC) and material potentially presenting an explosive hazard (MPPEH). The contractor shall provide all personnel, equipment, materials, facilities and management to perform investigations, surveys and response actions. The scope of work may include, but is not limited to, the following activities; (1) Systematic archival records search to determine the past history of MEC and/or MPPEH use, storage, handling and disposal; (2) Site assessment, investigation (e.g. sampling and analysis), characterization (e.g. type and extent); (3) Assessment of explosive safety, human health and environmental risk; (4) Evaluation, selection and design of remediation or response alternatives; (5) Evaluation and selection of detection alternatives; (6) Removal, demolition, demilitarization, packaging, shipment (7) Transportation and disposal of MEC and/or MPPEH or other contaminants; (8) Defensible documentation of results including GIS database; (9) Recurring review of response action sites; (10) Determination and documentation of remaining post-removal site risk and compatible site uses, (11) On- call construction support of Unexploded Ordnance (UXO) Technicians, (12) Anomaly avoidance during vegetation removal, cultural/natural resources survey, or other construction activities, (13) MEC and/or MPPEH surface and subsurface clearance, (14) Physical Security of MEC and/or MPPEH “ until custody had been turnover to military EOD, (15) Quality Control “ techniques or activities designed to evaluate a completed task or product, including on-site inspections, and (16) Quality Assurance “ an entity independent of the contractor or agency executing the response action to objectively verify the adequacy of the contractor ™s Quality Control (QC) and the contractor ™s response actions. The purpose of the work is to allow for the reasonably safe use of the identified areas of concern. Work at the areas of concern may be on or beneath the surface of land areas, and may include beach, marsh, mud flats, surf zone and/or submerged water areas. Work will primarily be in Guam and Commonwealth of Northern Mariana Islands, but may include other sites at Navy and Marine Corps installations, and other Government agencies located in the NAVFAC Marianas area of responsibility. The exact location of the individual efforts will be designated on individual contract task orders. The Contractor may be required to perform work at multiple sites. The contract will be a firm fixed price IDIQ type contract, with schedules of pre-priced contract line items and a ceiling of $10 million. The contract term will be a base period and four (4) one year option periods. Projects may be of varying types and magnitude. The work may require capability to perform small scale multiple projects simultaneously and ability to mobilize for unexpected surge requirements on short notice. The workload is subject to uncertainty and workload fluctuations may be significant and unexpected throughout the period of the contract. The North American Industry Classification System (NAICS) code is 562910, Environmental Remediation Services. Small business size standard is $20.5 million. Interested vendors should submit information about the company including capabilities statements, brochures, etc. All information shall be submitted in Word or PDF format. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS MUST BE RECEIVED NO LATER THAN 4:30 P.M. (GUAM TIME) ON 07 DECEMBER 2016 VIA EMAIL TRANSMISSION TO Matthew.Blaz@fe.navy.mil. Complete information must be submitted and the Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT OR MATERIALS EXPENDED IN RESPONSE TO THIS SYNOPSIS. THE GOVERNMENT WILL NOT PROVIDE RESULTS OF THIS SURVEY.
