THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). THIS SOURCES SOUGHT IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY GOVERNMENT ASSESSMENTS. PURPOSE: The U.S. Army Corps of Engineers, Nashville District is conducting this Sources Sought to find out if there are businesses capable of providing Arc Flash Clothing for purchase and Weekly Laundering services which include pickup and delivery of Arc Flash Clothing. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of set-aside decision to be issued will depend upon the responses to this sources sought. NO SOLICITATION IS CURRENTLY AVAILABLE. GENERAL INFORMATION: This Market Research/Sources Sought Notice is for information purposes only. It is being used to determine whether a business can provide the supply of Arc Flash clothing and the services of weekly laundering, maintenance and repair of said Arc Flash Clothing. The arc flash clothing should be Carhartt brand or equal; rated as Category 2 PPE with a minimum Arc rating of 8cal/cm2. Any resulting solicitation or contract will contain the BUY AMERICAN ACT and SERVICE CONTRACT ACT CLAUSES as is required by Federal Regulation. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 812332, Industrial Launderer, Flame Resistant Clothing Supply. Interested parties must be registered in the System For Award Management (SAM), www.sam.gov. DRAFT SPECIFICATIONS SPECIFICATIONS and BID SCHEDULE FOR: Category 2 Arc Flash Clothing Purchase and Weekly Laundering, maintenance, and repair with Pickup and Delivery for Nashville District Hydropower and Electronic Service Section Personnel PART 1 PERFORMANCE WORK STATEMENT 1.1 SPECIFICATIONS - These specifications may be for two (2) separate contracts for Arc Flash Category 2 Rated (AR) Personal Protective Equipment (PPE) clothing consisting of long pants, long sleeve shirts, short sleeve shirts, and Category 2 balaclavas, in both men's and women's styles and sizes. 1.1.1 The first contract would be for the purchase of AR PPE clothing for 122 Army Corps of Engineer personnel at nine (9) locations throughout the district. 1.1.2 The second contract would be for one (1) year with four (4) option years for the weekly laundering, maintenance to include pickup and delivery of AR PPE clothing. PART 2 SUBMITTALS 2.1 Submissions for Supply of the Arc Flash Category 2 rated (AR) personal protective equipment (PPE) clothing shall submit a list of proposed garments for government approval. All garment materials, colors and styles must be approved by the government. 2.2 Submissions for laundering services shall submit a proposal for government approval. All service proposals must be approved by the government. 2.3 If a business feels they have the capability to perform both the supply and services request in this sources sought; submit a single proposal outlining the process. PART 3 MANDATORY STANDARDS. All clothing and services must conform to the following standards: 3.1 29 CFR 1910.331, OSHA Electrical Safety Requirements 3.2 NFPA Standard 70E, 2015, Electrical Safety in the Workplace 3.3 NFPA Standard 70E, 2013, Selection, Care, Use and Maintenance of Flame Resistant Garments for Protection of Industrial Personnel Against Flash Fire, Various 3.4 NFPA Standard 70E, 2012, Flame Resistant Garments for Protection Against Flash Fire, Various 3.5 EM 385-1-1, Safety and Health Requirements Manual, U.S. Army Corps of Engineers 3.6 ASTM F 1506-02, Standard Performance Specification for Flame Resistant Textile Materials for Wearing Apparel for Use by Electrical Workers to Momentary Electric Arc and Related Thermal Hazards, Various 3.7 ASTM F 1449-08, Standard Guide for Industrial Laundering of Flame, Thermal and Arc Resistant Clothing, Various PART 4 CLOTHING 4.1 The AR PPE clothing shall meet or exceed performance requirements of the Mandatory Standards in Part 3 of this specification, and all other applicable requirements. All clothing shall be PPE category 2 Arc Rated at a minimum of 8 cal/cm2. All clothing will be of premium lightweight materials. All clothing shall be properly sized, new and unused. 4.2 Clothing required: • Pants shall be Carhartt lightweight Carpenter Jean, 100% cotton, PPE Cat 2 rated or equal*. • The long sleeve shirt shall be Carhartt lightweight work shirt, 100% cotton with collar and left and right front pockets, rated PPE Cat 2 or equal*. • The short sleeve shirt shall be crew neck T-shirt style and rated PPE Cat 2 or equal*. • Balaclavas shall be Carhartt, Salisbury, Bulwark, or equal*. * - For the government to consider products to be equal, the Contractor shall submit proposed alternatives in the submittal described in paragraph 2.1 and demonstrate compliance with paragraph 3.1. 4.3 All clothing will be individually identified and tracked by a barcode system and identify the specific employee to whom they are issued. Each employee's clothing shall be provided to and used only by that employee. All shirts will have the employee's name sewn in and have a Corps of Engineers logo or patch attached in a location approved by the government. 4.4 All pants will be denim blue and all shirts will be tan in color. Actual clothing colors shall be approved by the government. 4.5 All personal protective equipment shall adhere to the industry commercial standards and warranties. PART 5 PERFORMANCE 5.1 SUPPLY 5.1.1 The contractor will provide for an initial fitting of all employees. Numbers of employees to be served at each site are as follows: Dale Hollow = 9 males, Dale Hollow ESS = 2 males, Center Hill = 10 males, Cordell Hull = 16 males, Electronics Service Section = 8 males and 1 female, Barkley = 13 males and 2 females, Old Hickory = 18 males and 1 female, Old Hickory Trainees = 12 males and 1 female, Cheatham = 6 males, Wolf Creek = 17 males and 2 females, and Laurel = 4 males. Personnel totals are 115 male and 7 females, overall total 122. The contractor shall adjust these numbers by site by up to 25% at the government's request. 5.1.2 Each employee will be provided with an initial supply of eleven (11) sets of AR PPE Category 2 clothing. For the purpose of this procurement; a set is defined as one (1) pair of long pants, one (1) long sleeve shirt, and one (1) short sleeve shirt. Additionally, each employee will be provided with four (4) Arc Rated Category 2 balaclavas. 5.1.3 The contractor may be required to provide additional sets of daily wear when needed due to new employees added to the location or as replacements for clothing worn beyond intended life cycle. 5.2. SERVICE 5.2.1 The contractor will launder, maintain, inspect, and repair the AR PPE clothing in accordance with ASTM F1449. The contractor will tag clothing when deemed to no longer meet applicable performance and safety standards and requirements so that the employee can have the item replaced. The contractor shall iron shirts and pants if necessary to assure a neat appearance. 5.2.2 The contractor will provide weekly pickup and delivery of the AR PPE to the employees at each location on a day of the week and time of the day approved by the government, picking up soiled articles and delivering freshly laundered items. Typically, employees will exchange 4 shirts, 4 pants and 2 balaclavas per week, but quantities may vary. The contractor will provide adequate laundry bags or other means of collecting the soiled laundry. Numbers of employees to be served at each site are as follows: Dale Hollow = 9 males, Dale Hollow ESS = 2 males, Center Hill = 10 males, Cordell Hull = 16 males, Electronics Service Section = 8 males and 1 female, Barkley = 13 males and 2 females, Old Hickory = 18 males and 1 female, Old Hickory Trainees = 12 males and 1 female, Cheatham = 6 males, Wolf Creek = 17 males and 2 females, and Laurel = 4 males. Part 6 SECURITY 6.1 All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. Part 7 LOCATIONS and DELIVERIES 7.1 The AR PPE Clothing specified herein shall be fitted at and delivered to the below specified addresses by a contractor delivery truck. Deliveries will be during normal work hours of Monday through Thursday, 0700-1600, excluding federal holidays. The actual contractor weekly delivery and pick up day of the week and time shall be approved by the government at each location. Mailing, shipping or other commercial delivery methods will not be allowed for laundering services.
