Description
NOTICE OF INTENT The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award a Sole Source commercial contract to Designing Spaces, LLC to feature the Unites States Air Force Academy in a televised segments named "Pursuing Your Passion....An Education Fit for a Hero". This notice documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-89, effective 01 November 2016. This service is from O2 Media Group/Lifetime TV's show Designing Spaces. USAFA will be featured as educational entertainment during this episode. The service includes script writing, video production using USAFA assets and an interview of USAFA personnel on the live set of the show. The services provides two national broadcasts on Lifetime network, one 20 to 30 second on-camera tune-in teaser and 150 national syndicated broadcasts on a variety of channels to include NBC, CBS, ABC, and FOX. Segment will stream 24 hours a day on www.militarymakeover.tv. Designing Spaces, LLC, a subsidiary of O2 Media, Inc., is a small business located at 3860 N. Powerline Road, Deerfield Beach, FL 33073. Designing Spaces, LLC produces and creates the TV show "Military Makeovers", a mini-series dedicated to giving back to members of the Military and their loved ones. Enlisting the help of decorators, designers, landscapers and other home renovation experts, they help transform the homes and lives of military families across the country. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Parts 12 & 13. There is only one responsible source and no other item will satisfy the current USAFA requirement. The North American Industry Classification System Code (NAICS) is 512191 and the size standard is $32,000,000. REQUIREMENT: Line item 0001 Description: 4 -6 minute full feature segment highlighting the USAF Academy that will be featured on the TV program Designing Spaces, a 6 part mini-series special "Military Makeover" Unit of Issue/QTY 1 EA This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 10:00 a.m. MDT on 22 November 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
